Activity overview
The Financial Sector Specialist will join the USAID Financial Sector Transparency Activity (FSTA) to work with the Ministry of Finance (the MOF). He/she will be involved specifically in the implementation, testing and launching of a retail platform for government securities and will be based mainly at the MOF, but it will also request assistance and help for the FSTA project Senior Regulatory Expert.
The Financial Sector Specialist will play a crucial role in ensuring the efficient and smooth start of the retail platform operation and supporting its initial operational processes. The position is required starting from April 2024 until July 2024, with a possibility of extension.
Qualifications:
- Bachelor’s degree in economics, finance or another related field
- At least 5 years of experience in finance or banking fields
- Strong understanding of government’s securities market, and the role each institution plays (MOF, National Bank of Moldova, Central Securities Depository etc.)
- Strong understanding of the public finances’ requirements and trends
- Experience in implementing IT solutions in a financial institution is considered an advantage
- Strong communication skills both written and oral
- Strong Romanian and English language skills. Good knowledge of Russian language required
- Ability to work in both online and onsite environment, participating in virtual/ onsite meetings, and organizing roundtables/workshops. Prepare meeting minutes with appropriate conclusions and action points, as necessary
- Ability to interact directly and independently with consultants as well as senior government officials
- Ability to streamline and organize the processes
Key Responsibilities:
- Work as part of a team of international and local experts to provide support in implementation of the retail platform.
- Work as part of a team of international and local experts to provide support to the MOF during the testing phase and launch of the retail platform IT solution.
- Provide support to the MOF in the initial operation activities of the retail platform.
- Assist the MOF to develop regulations pertaining to the operations of the retail platform.
- Evaluate business risks on an ongoing basis and provide recommendations to address these in a timely manner.
- Prepare regular progress reports on the status and achievements of the ongoing activities.
- Carrying out additional complementary tasks as reasonably requested by the Program Manager.
Suppervisory Responsibility and Reporting
This position reports to the Program Manager will cooperate closely with the local Senior Regulatory Expert.
