Acted (Agency for Technical Cooperation and Development) is an international NGO founded in 1993 and headquartered in Paris. Its activities range from emergency relief to development projects. With a team of 5,900 national staff and 400 international staff, Acted is active in 41 countries and implements more than 500 projects a year, reaching over 20 million beneficiaries. The unprecedented humanitarian disaster faced by the Ukrainians is taking a dramatic turn, and millions of people are displaced in various areas. Acted helps ensuring they can receive the basic support they need, including water, food and hot meals, blankets, hygiene supplies and access to mobile heating points.

Acted is looking for a Deputy Project Manager Livelihoods

Acted, with the support of UNHCR, will implement an activity, titled “Entrepreneurship and Business Development Training “aimed at enhancing business skills and promoting entrepreneurship among vulnerable individuals living in Moldova, including refugees. Through this activity, Acted will contribute to provide longer term solutions for the integration of refugees in Moldova’s society. Under the supervision of the Country Program Coordinator the Livelihoods Deputy Project Manager is responsible for the implementation of the project and ensures effective and timely completion of activities, delivery of quality outputs and achievement of outcomes with maximum impact for beneficiaries. The project aims at supporting the selected beneficiaries, small business owners and entrepreneurs wishing to begin or expand their business-related knowledge and increase their material capital across Moldova through capacity strengthening activities. The LHDPM liaises with relevant internal departments, external partners and project stakeholders.

Responsibilities:

  • Project Planning Managing the development of the overall project implementation strategy (incl. the transition/phase out strategy), systems, approaches, tools, and materials;
  • Liaison with PD department to ensure following with the contractual obligations
  • Support the identification and planning of technical skills and requirements to implement the project as per relevant standards;
  • Development of the Work Breakdown Structure (WBS) to organize the various project deliverables and the work required to complete them into smaller and more manageable parts (work package)
  • Control the work plan, monitor the implementation status of the project and update the project progress on a daily basis;
  • Document the implementation progress and challenges by regularly updating the Project Management Framework (PMF) and sharing it with country coordination;
  • Provide inputs for the monthly reporting and for the RRP update 
  • Ensure that relevant technical quality and standards are considered and respected during project implementation; 
  • Operate following the “do no harm principles” in order to ensure projects are safe for communities;
  • Documenting and Compliance a) Ensure project records and documents, in particular documents that proof completion of activities (beneficiary list, donation certificates, attendance sheets, etc.) are adequately prepared, compiled and filed according to ACTED procedures and donor specific procedures; 
  • Maintain a beneficiary master database containing all beneficiary registration and baseline information as well as the activities from which the beneficiaries benefitted ensure the data is protected from misuse in line with ACTED’s data protection policy.

 

REQUIREMENTS:

  • University Degree
  • Professional Experiences
  • Experiences in International NGO
  • Computer Skills ( Microsoft Office Software)
  • Monitoring experience and skills;
  • Experience with budget management, financial forecasting, and donor compliance issues
  • Ability to undertake field visits if needed
  • Proven report writing skills;
  • Languages: English, Romanian, Russian

The selection procedure consists of the following steps:

  • Collection of submitted CVs during the period until the deadline specified in the announcement (all CVs sent in accordance with the requirements are considered).
  • CV-analyzing the resumes based on the vacancy requirements.
  • Formation of a list of potential candidates, based on the score after CV-analysis.
  • Pre-interview by phone (just to clarify some details).
  • Invitation of candidates with a sufficiently high score after CV-analysis to the practical test driver.
  • Notification of the test results (within 1 week) and if the practical test driver is passed successfully invitation for an interview.
  • After the interview, sending a decision on the candidate (positive or negative), takes  within 1 week.
