The U.S.A. Embassy is hiring a Resource Coordination Assistant

Duties
The Resource Coordination Assistant (Administrative and Grants) works under the direct supervision of the Resource Coordination Specialist (RCS) and has no supervisory responsibilities.
Under the supervision of the Resource Coordination Specialist, tracks and manages the use of .7 funding streams, and assesses their compliance with all relevant USG regulations and Moldovan laws. Provides administrative support to the PAO, CAO and IO, including travel arrangements, correspondence, and preparation of vouchers and expense reimbursements. Acts as the PD Tools Administrator and the Contact Database Administrator. Maintains a calendar and tracking system for PD taskings from the Front Office and completion status. Plans and executes PD representational events including managing guest lists and RSVPs. Is the official timekeeper for the section.
Assists the RCS in ensuring that public diplomacy grant awards and/or cooperative agreements are developed, competed, funded, monitored, and evaluated in accordance with USG regulations, Department guidelines, and that they align with public diplomacy Mission priorities. In coordination with the RCS, develops and/or clears development of Notice of Funding Opportunity announcements, tracks implementation and monitoring of grants, maintains paper and digital records of grants, and ensures appropriate close out and evaluation procedures are followed. Serves as Grants Officer Representative (GOR) for large or broadly-focused grants; serves as one of post’s experts on GOR responsibilities along with the RCS. Conducts outreach and training for potential grantees and PD staff.
Qualifications and Evaluations
Requirements:
FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR 2 TO QUALIFY.
Option 1
EXPERIENCE: A minimum of five years of progressively responsible experience in a major organization in budget, accounting, business administration, financial management, organizational management, public administration, program/project management, or grants management work is required.
EDUCATION: An associate’s degree or two years of full-time university studies in Business Administration, Financial Management, Organizational Management, Accounting, Public Administration or a local equivalent field is required.
Option 2
EXPERIENCE: A minimum of eight years of progressively responsible experience in a major organization in budget, accounting, business administration, financial management, organizational management, public administration, program/project management, or grants management work is required.
EDUCATION: Completion of secondary school is required.
JOB KNOWLEDGE:
- Understanding of regional, ethnic, socio-economic, cultural and linguistic factors and the influence of religious, cultural and educational institutions in shaping perceptions of the U.S. is required.
- Good knowledge of Moldovan geography, infrastructure, government institutions, and common business and banking practices is required.
- Knowledge of customer service in Moldova is required.
- Must have an understanding of communications in Moldova and the international information environment as it affects Moldova, and must be familiar with digital practices and procedures.
LANGUAGE: Level IV (Fluent) speaking/reading/writing English is required. Level IV (Fluent) speaking/reading/writing Romanian is
required (This may be tested).
SKILLS AND ABILITIES:
- Analytic skills: Must have strong analytic skills to manage funding from multiple sources, each with differing requirements for purpose, oversight and accounting. Must be able to assess resource challenges accurately, including those that address sensitive resource challenges. Must be able to perceive significant changes in PD operations and adjust operations in response. Must be able to identify resource investment in PD operations and develop performance standards to analyze that investment against PD outcomes.
- Communication / Interpersonal skills: Must have excellent customer relations, interpersonal cross-cultural communication skills. Must have excellent written and oral communication skills, including writing reports in both English and Romanian. Must be able to work effectively with Mission personnel and Moldovan institutions on PD operations and resources, including on sensitive or contentious financial topics. Must be able to brief U.S. officers and visitors on resource and funding issues governing Public Diplomacy.
- Management Skills: Strong management skills are required, including the ability to develop and oversee project budgets. Strong organizational skills are required to manage a diverse portfolio supporting PD. Must be able to conclude agreements with partner institutions and manage their fulfillment.
- Technical Skills: Good keyboarding and data entry skills are required; excellent familiarity with electronic discovery tools, in particular the Internet, and standard information retrieval practices and procedures are required. Thorough, detailed knowledge of and ability to use various computer software programs, specifically Microsoft Word, Excel, and databases, as well as PD-specific software, databases, and reporting tools is required. Understanding of PD-specific funding authorities, as well as their planning and reporting tools is required. Must have excellent numerical skills to be able to manipulate numbers with speed, and to develop, manage and track PD financial processes.
- Availability: Must be available to travel throughout Moldova..
