The Republic of Moldova has received financing from the World Bank toward the cost of the Micro, Small and Medium-Sized Enterprise Competitiveness Project (MSME) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include evaluation of the existing MMIP including its integration with the MMIP module at local level and development of the technical specifications and key functional requirements for upgrading the operating platform and introduction of e-Permits at local level.

The Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Project Implementation Unit of the MSME Competitiveness Project now invites eligible individual local consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The evaluation/shortlisted criteria are:

  • University degree or equivalent in computer science, law or business management.
  • At least seven years of experience in business analysis or another related ICT domain in the public or private sector.
  • Demonstrated experience related to mapping of the business processes, description of functional requirements for the software and the development of technical specifications and functional specifications for IT systems. Proven track record with the implementation of similar or alike assignments with at least two projects implemented during the last five years, preferably for government clients.
  • Expertise and previous first-hand experience with conducting economic and feasibility assessment of ICT projects.
  • Excellent understanding of the existing digital landscape, including e-Governance services and other platforms.
  • Excellent understanding of the Cloud Computing principles and related architectural applications development approaches.
  • Relevant certification (CBAP, PBA etc.) would be an asset.
  • Fluency in English and Romanian, both written and spoken.

The Consultant shall provide relevant references to confirm the experience and qualifications.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations and to be specifically set out in the Request for submission of the technical and financial proposal.
