Job Background and Summary:
In the context of the war in Ukraine, over 112,000 refugees from Ukraine have been registered in Moldova. Caritas Moldova is responding to the refugee crisis, working to serve conflict-affected refugees from Ukraine in Moldova.
As the Assistant Project Manager, you will manage, coordinate, and monitor project activities and relationships with stakeholders in support of Caritas Moldova’s work to serve conflict-affected Ukrainians in Moldova.
Roles and Key Responsibilities:
- Support the coordination and implementation of all assigned project activities in line with Caritas Moldova program quality principles and standards, donor requirements, and good practices.
- Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules.
- Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools.
- Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.
- Support logistical and administrative implementation of project activities when needed.
- Provide administrative and clerical support to HR transactions and processes.
- Compile documentation and data and perform data entry and data verification on personnel administration transactions.
Additionally, the Assistant Project Manager has key Safeguarding Duties:
- Act by the Code of Ethics and Conduct, comply with the Safeguarding Policy at all times (in professional and personal life) and seek clarification if anything is unclear.
- Assumes responsibility for fully understanding the protection policy and its implications.
- Performs duties in a manner that does not harm children, vulnerable adults, or other employees/volunteers, and does not expose them to additional risks of abuse or exploitation.
- Promotes a respectful and trustworthy office and field environment with beneficiaries and community members.
- Report any Safeguarding issues according to Caritas Moldova procedures.
- Ensures that the Safeguarding Policy, Code of Ethics, and Conduct are communicated and understood by beneficiaries and relevant members of the community (through continuous, age-appropriate, contextualized, verbal, and/or written information, shared in the local language).
- Ensure that beneficiaries understand the expected behavior of staff and know how to safely report any concerns.
- Ensures that feedback from beneficiaries is properly managed and treated.
- Treat anyone who reports a Safeguarding concern or issue with respect and dignity and express concern for their general safety and well-being.
Basic Qualifications
- University degree
- Minimum of one year of work experience in project support. Experience in the field of social services and/or experience working for an NGO would be a plus.
- Additional experience may substitute for some education.
Required Languages – Written and spoken proficiency in Romanian and English, Russian would be an advantage.
Travel – Must be willing and able to travel within Moldova, including to border areas, up to 10%.

- Computer skills (Word, Excel, PowerPoint, etc.)
- Analytical thinker with good organizational skills
- Excellent communication skills
- Knowledge and observance of moral and ethical norms, as well as professional ethics
- Ability to write clearly and coherently

Key Working Relationships:
Internal: Project Manager, Director of Caritas Moldova, procurement and administrative staff, other Caritas Moldova staff
External: Catholic Relief Services (CRS) staff, Catholic Parishes, community members, collective center employees, and other NGO and faith-based actors.
