Background:

Caritas Moldova's impactful humanitarian efforts are driven by its dedicated cadre of five outreach mobile teams, which serve as the cornerstone of the organization's extensive outreach initiatives across the entire country. These mobile teams play a pivotal role in the execution of a multitude of Caritas Moldova projects, employing a strategic approach that commences with the assessment of beneficiaries' vulnerability levels. Utilizing predetermined criteria and a meticulous scoring system, these teams identify the most urgent cases in dire need of fundamental support, such as vouchers for essential supplies like food, medicine, hygiene items, and medical consultations. Beyond assessment and referral, the mobile teams exhibit a commitment to holistic care by extending their support to include arranging transportation for individuals who lack independent mobility. This comprehensive approach encompasses facilitating access to both social and medical services within their respective areas (rayons), showcasing Caritas Moldova's unwavering dedication to addressing the multifaceted needs of the most vulnerable individuals.

Overview of the position:

As a Humanitarian Mobile Teams Coordinator, you will play a crucial role in organizing and overseeing mobile teams involved in Caritas Moldova implemented projects. This position requires a combination of leadership, organizational, and interpersonal skills, as well as a deep understanding of humanitarian principles and emergency response protocols. The coordinator will be responsible for ensuring comprehensive coordination and communication among the teams and between the team and Caritas Moldova management, Organize capacity building activities for the mobile teams. Inform teams on Caritas work/projects/events related to their work and management of mobile teams in response to crises and disasters.

Responsibilities:

Strategic Planning:

  • In close coordination with CM management, develop and implement strategic plans for the deployment of mobile teams based on CM projects mapping.
  • Collaborate with other project coordinators in CM to align mobile team activities with overall projects’ activities.

Team Coordination:

  • Recruit, train, and supervise mobile team members, ensuring they are equipped with the necessary skills and knowledge for effective implementation.
  • Foster a collaborative and supportive team environment, promoting open communication and problem-solving.

Deployment and Logistics:

  • In close coordination with CM management, and CM projects coordinators, make efficient deployment of mobile teams to the required projects activities, prioritizing the needs and crisis-affected communities.
  • Manage logistical aspects, including transportation, accommodation, and provision of necessary resources for mobile teams.

Communication and Liaison:

  • Work with CM Executive Director to establish and maintain effective communication channels with relevant stakeholders, including government agencies, non-governmental organizations, and local communities.
  • Act as a liaison between mobile teams and headquarters, providing regular updates on activities, challenges, and successes.

Quality Assurance:

  • Ensure that mobile teams adhere to humanitarian principles, standards, and best practices in all aspects of their work.
  • Conduct regular assessments and evaluations to monitor the effectiveness and impact of mobile team interventions.

Risk Management:

  • Identify and assess potential risks and challenges associated with mobile team operations.
  • Develop and implement risk mitigation strategies to safeguard the well-being of team members and enhance positive work environment.

Budget Management:

  • Work closely with finance and administrative teams to develop and manage budgets for mobile team activities.
  • Monitor expenditures and ensure compliance with financial guidelines.

Qualifications:

Bachelor's degree in a relevant field (e.g., International Relations, Humanitarian Assistance)

Proven experience in coordinating and managing projects in a challenging environment.

Strong knowledge of humanitarian principles, standards, and best practices.

Excellent organizational, leadership, and interpersonal skills.

Effective communication and negotiation abilities.

Proficiency in relevant software and tools for project management and reporting.

Required Languages – Written and spoken proficiency in English and Romanian and Russian.

Travel – Must be willing and able to travel within Moldova.

Internal: Caritas Moldova Director, HR and Financial Staff, Procurement and Administrative Staff, other coordinators.

 

External: Community members, collective center employees, other NGO and faith-based actors.
