II. Organizational context

Caritas Czech Republic (CCR) is a non-profit organization based in Prague that implements development cooperation projects in 15 countries across the world (Europe, Asia, Middle East and Africa).

We have been working in Moldova since 2004. Over the years, we implemented 34 development cooperation projects in home and social care, small business development, civil society development, agriculture, lively hoods support and inclusion areas.

Our strategic objectives are focused on the following priority intervention sectors: civil society development, inclusive social development, primary healthcare support, innovation and waste/water management. CCR seeks to expand also to other sectors.

III. Responsibilities

The Project Manager (PM) will be in charge of project “Permanent changes in Moldavian social care system through strengthening capacities”, which CCR in Moldova (CCR MD) is implementing in partnership with the Center for Mental Health Development in Prague and funded by the Czech Development Agency. The specific objective of the proposed project is to strengthen the capacities of local actors in managing the deinstitutionalization process and developing quality services for individuals with psychosocial and intellectual disabilities. The project aims to contribute to improving the legislative framework for the transformation of the residential care system for individuals with psychosocial disabilities and to strengthen the regulatory framework for the 'Supported Housing' Social Service, in order to ensure the right to independent living and community life for these individuals.  

The main responsibilities will be as follows: 

  • Carry out overall management and coordination of the project (i. e. ensuring that the project results and objectives as per project documents are achieved within the given budget and time-plan);
  • Plan activities and budget spending;
  • Conduct regular internal monitoring and evaluation of the project progress and outcomes (based on the project log frame) and propose modification of the projects design when needed;
  • Manage the project team;
  • Coordinate project activities implemented by project partners and carry out their quality supervision;
  • Carry out sub-deliveries´ management:
  • Select external suppliers in line with CCR MD Procurement Manual
  • Prepare respective contracts
  • Ensure that quality of the goods / services delivered meet CCR requirements and the project needs
  • Coordinate sub-contractors´ involvement in the project
  • Perform following financial tasks:
  • Monitor the project budget spending (including spending in partners´ budget lines) using the financial monitoring table supplied by the HQ Financial Coordinator, and propose remedies in case of overspending or underspending in particular budget lines or in general
  • Prepare budget forecast 
  • Ensure that incurred expenses are eligible 
  • Carry out reporting in line with CCR Monitoring and Evaluation Manual;
  • Ensure PR and visibility of the project, donors and CCR in line with respective requirements;
  • Identify problems that arise during the project implementation and prepare appropriate remedies;
  • Ensure transparent and structured keeping of project documents (internal reports, contracts, materials produced by the project, sources of indicators verification etc.) in line with given guidelines.

IV. Requirements

Essential Qualifications

  • Studies in social, development or related field
  • Previous professional experience in project management at least 3 years 
  • Experience in project proposal writing and reporting to institutional donors 
  • Proven experience in managing teams 
  • Written and spoken proficiency in English, Romanian, and Russian 
  • Computer literacy, including knowledge of and experience with word processors (MS Word), spreadsheets (Excel), Outlook. Previous experience in SharePoint is an asset.
  • Good organizational skills and ability to analyze information 
  • Good interpersonal skills and the ability to work sensitively with people from various cultural and social backgrounds

Desired Qualifications

  • Basic knowledge and/or previous professional experience in social services and/or in community based health care services.
