Plan International has been present in Moldova since early March 2022 and has established partnerships with civil society organisations, ensuring national actors are equipped with technical support, best practices, and flexible resources, with a primary thematic focus on Child Protection, Gender Based Violence, Education, Mental Health & Psychosocial Support and basic needs assistance.

What can you bring?

The Programme Manager will be responsible for supervising and supporting partners in their day-to-day project management and implementation, including planning and monitoring of project activities.

As a member of the Program Unit, the Program Manager will closely work with Head of Program, Business Development Manager, Partnership Manager, technical specialists, finance, and local partners, ensuring alignments with Plan International’s commitments to localisation.

Programming Implementation

  • Coordinate and lead on the delivery of Moldova Response Programme and ensuring activities are in line with Plan International’s standard policies and procedures.  
  • Coordinate with programme technical specialists to ensure programmes are of high quality and have direct positive impact on children affected by crises.  
    Contribute to preparation of quality reports and updates for different Plan Entities and external actors, such as Working Groups, donors. 
  • Support the selection of local partner organisations, ensuring alignment with Plan International’s approach and programming priorities in humanitarian crises.
  • Ensure adherence to Plan International’s building better humanitarian partnership approaches.
  • Ensure appropriate programme quality standards are met in implementation of programmes, particularly SPHERE and its companion guides (such as Child Protection Minimum Standards and Minimum Standards for Education Preparedness, Response and Recovery (INEE)) and the Core Humanitarian Standards (CHS).
    Lead on Project start up workshops in coordination with the Partnership Manager, all technical experts, finance, and programme teams and with partners and stakeholders.

Reporting

  • Contribute to the review of partners’ interim and final project reports and, writing of reports to Donors
  • In coordination with MERL Specialist and Partnership Manager ensure regular and accurate reporting to HRRP, Plan International and other

Project development

  • Support the development of Plan International’s regional response plan and contextualization for Moldova country strategic plan as part of the country program unit
  • Contribute to the development of concept notes and project proposals, as part of the program unit. Under the coordination of the BDM, participate to strategic project discussions, coordinate with partners, discuss their submission, support the writing of narrative project description, development of logframes and review of budgets against proposed project and operational activities

Representation & Coordination

  • Engage with relevant humanitarian fora and clusters in country, ensuring appropriate information is provided in a timely basis (e.g., 5Ws).
  • Identify opportunities to establish strategic partnerships with other humanitarian agencies.

Technical Expertise & Skills needed:

  • Degree or equivalent in management or related fields
  • Expertise in Program cycle management
  • Field experience of managing emergency and development programmes and/or projects.
  • Working for international or national Non-governmental Organizations
  • Demonstrated experience of key practice and standards for humanitarian response such as SPHERE and CHS.
  • Coordinating and networking with governmental authorities and working in partnership with national civil society actors

Essential Knowledge

  • Significant knowledge of Moldova socio-economic context, geopolitical background, civil society and local/territorial administrative structure
  • Familiar with the international humanitarian architecture, particularly related to coordination and funding. Demonstrated prior experience of engaging with the humanitarian coordination system and local, regional and global levels.
  • Knowledge of Sphere and the Red Cross/ NGO Code of Conduct
  • Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.
