National Communication Consultant to support HIAS Moldova programme



 

Background 

The war in Ukraine has triggered one of the fastest-growing displacement and humanitarian crises on record, pushing millions into internal displacement and abroad in search of safety.  

As of March 2023, more than 360,000 refugees from Ukraine had crossed into Moldova, with estimates suggesting that as many as 780,896 border crossings to Moldova and 417,105 border crossings back to Ukraine. While many refugees move on to the European Union, over 108,800 refugees remain in Moldova at the time of writing and more arrive each day. 

HIAS’ approach considers multi-country resources and networks in order to identify and address the common protection considerations above and provide a continuum of services and support as displaced people make decisions about their status, location and length of stay, shelter situation, service access, and other needs through the winter season. Across the region, HIAS uses community-based approaches, working with and through local partners who have good access to affected people and bring deep, specific knowledge of the needs and gaps in a given locality, including both displaced people and host communities.  

Objectives 

The Communication Consultant will ensure, in line with the programme scope, the provision of the following development services and Communications products pertaining to public outreach:  

1. Ensure the effective management of the programme’s communication plan, focusing on achieving the following: 

  • Assess communications needs and priorities for the HIAS Moldova CO 
  • Develop a communications and outreach strategy for the HIAS Moldova Country Office (in line with HIAS' HQ communications teams’  priorities); 
  • Establish meaningful partnerships with mass-media (esp. specialized), at the local and national levels;  
  • Ensure synergies with other programmatic partners on joint outreach, communication and capacity development activities; 
  • Ensure compliance with all HQ rules and regulations pertaining to field communications and visibility; efficiently cooperate with the HIAS Regional Communication Unit and the HQ Communications teams; 

2. Ensure the visibility of the programme, focusing on achieving the following: 

  • Prepare communications products (articles, success stories, interviews, blogs posts, press releases, videos, photo essays, etc.) and ensure wide dissemination and visibility of project’s achievements in the national media as well as in local and regional media/websites. 
  • Design concepts for communication products and oversee their implementation.  
  • Design and conduct public events (launches, policy dialogues, roundtables, conferences) etc. 
  • Conceptualize, create, and deploy assets for social media (photos, graphics, short-format videos, etc.). 
  • Support the communication capacities of program partners in the areas of communications and visibility, with a focus on their development initiatives and opportunities. 
  • Manage HIAS Moldova’s social media platforms and produce regular content 

Key deliverable for the communication consultant: 

Deliverable 1. Strategy and plan, which should include communication objectives, core narrative, key messages by internal and external audience segmentation, dissemination channels, outline of communication products and implementation timeline and budget.  

Deliverable 2. Communication products by segment, including visual identity, leaflets, brochures, testimonials, slide decks, info graphics and other products identified in the communication strategy and plan. 

Deliverable 3. Writing and editorial support for communications products, web content and other related materials identified in the strategy and plan. 

Deliverable 4. Define and implement a dissemination strategy, which includes building partnerships with relevant actors (e.g. regional and field offices, HIAS departments and other partners); creating communication opportunities; and designing communication and advocacy campaigns on specific topics with the objective of amplifying message. 

Working days and working arrangements: 

  • The Consultant will be 70 working days over the period of 9 months, effective from 1 April 2023, with possibilities of extension. 
  • The Consultant will be supervised by as well as report to the HIAS Moldova Country Director/Programme Manager and will be facilitated through the Programme Unit/HIAS Regional Communication Unit for his/her day-to-day and field requirements. 
  • The consultant will be paid against the completion of specific, measurable deliverables as identified in this TOR. 
  • The consultant is expected to work remotely with occasional in-person meetings with programme’s partners and HIAS Moldova staff. 

Knowledge, Experience and Skills: 

  • At least two years of work experience related to journalism and communication, as a press/media/outreach officer in an international NGO or in the private or public sector.  
  • Good knowledge of and strong interest in humanitarian aid, governance, and development issues.  
  • Excellent creative/journalistic writing skills, and creative approach to communications. 
  • Ability to conceptualize and develop visual media products, an advantage.  
  • Strong organizational skills. 
  • Excellent written communications in Romanian, English, and Ukrainian/Russian.  
  • Highly motivated, comfortable in taking initiative, and able to work with minimum supervision.
