JOB DESCRIPTION

  1. Role and responsibilities

The Information, Counselling and Legal Assistance (ICLA) Project Coordinator will be responsible for the implementation of the delegated ICLA project portfolio in Moldova and Romania. The ICLA Project Coordinator will manage the ICLA team, ensure capacity building and transferring of key skills. The ICLA Project Coordinator will oversee legal service and capacity building delivery and ensure quality and alignment with NRC strategies and procedures.

Generic responsibilities

  1. Adherence to NRC policies, guidance and procedures.
  2. Contribute to ICLA strategy development, project proposals drafting and provide inputs on needs and gaps.
  3. Coordinate, manage and implement the portfolio of ICLA projects (activities, budget and project documentation) as delegated by the Area Programme Manager in line with proposals, strategies and donor requirements, and ensure high technical quality.
  4. Support implementation of project cycle management activities according to NRC framework.
  5. Oversee the provision of legal services to NRC beneficiaries in the relevant area by both ICLA staff and the ICLA Partners.
  6. Ensure that projects target beneficiaries most in need of legal protection, explore and asses new and better ways to assist.
  7. Contribute to specific protection risks and needs analyses. 
  8. Promote and share ideas for improvement and necessary changes in the activities.
  9. Supervise the ICLA team located in Chisinau Area Office, ensure their capacity building and transfer key skills.
  10. Liaise and collaborate with relevant local authorities and other key stakeholders.

Specific responsibilities

  • Manage, supervise and support ICLA team through capacity building activities and on-the-job training.
  • Identify appropriate locations for ICLA outreach work and establishment of activities in coordination with ICLA team.
  • Monitor and follow-up on the quality of ICLA services provided.
  • Monitor and supervise ICLA Partners activities.
  • Monitor the project performance and progress towards set targets according to ICLA database and other monitoring tools.
  • Deliver timely and quality regular and ad hoc reporting on quantitative and qualitative aspects of the implementation.
  • Lead field implementation of the digital ICLA software including organization and publication of the content and integration of the software platform.
  • Coordinate training opportunities for ICLA staff, partners and beneficiaries in use of the digital tools.
  • Conduct field visits to targeted locations, including to ICLA Partners` locations.
  • Monitor, analyse and document issues of concern arising during legal case management; report them to the Area Programme Manager and ICLA PDM.
  • Contribute to the proposals, report writing and budgets drafting process.
  • Conduct ICLA specific technical assessment and present recommendations.
  • Contribute to evidence-based advocacy efforts, built around legal protection programming.
  • Coordinate with project staff from other NRC programmes in relation to planning and implementation of programme interventions, ensure integrated programming response when applicable.
  • Prepare, organize and facilitate trainings, workshops, webinars and other events according to the plans/requests.
  • Represent ICLA in coordination fora and working groups (e.g. Protection cluster field coordination) when delegated by the Area Programme Manager and ICLA PDM.
  • Perform any other tasks as requested by line management.

1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:

  • Minimum 2 years of experience in a mid-level project implementation position, preferably within the humanitarian or development sector
  • Legal expertise
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • High education with background in law or similar 
  • Experience of working as a lawyer is an asset
  • Understanding of laws and regulations related to the refugee law is an asset
  • Experience of working with vulnerable and marginalized groups is an asset
  • Familiarity with the web design and graphic design is an asset
  • In depth knowledge of the refugee context in Moldova and Romania
  • Fluency in Romanian and Russian language
