REACH is a leading humanitarian initiative providing granular data, timely information and in-depth analysis from contexts of crisis, disaster and displacement. The work of REACH directly feeds into aid response and decision-making by providing accessible and precise information on the humanitarian situation of crisis-affected populations.
Created in 2010, REACH is a joint initiative of IMPACT Initiatives, ACTED and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH activities are conducted in support and within the framework of inter-agency coordination mechanisms at field and global levels to enabling more efficient aid planning and response.

FLAT Officer

Position: FLAT Officer
Duty Station: Chisinau, Moldova
OBJECTIVES:
1. Act as the primary focal point for all financial, logistical, and personnel matters for the Moldovan division, communicating regularly with other departments.
2. To provide the department with the necessary resources and support from the appropriate departments to carry out its activities effectively.
3. Work with appropriate departments to ensure that procurement, payment, and recruitment for activities are conducted in accordance with appropriate processes.
4. Communicate regularly with departments to provide the support needed for each department.
Finance:
- Track appropriate payments to vendors, providing appropriate documentation to ensure timely payments
- Work with the Coordination to update financial tools on a regular basis, such as the Contract Control Unit (CFU), allocation and budget control tables.
Logistics:
- Identify procurement, office and transportation management needs in conjunction with coordination and program teams
- Support in procurement processes, including requisitioning, searching for quotes, and finalizing contracts
HR and Administration.
- Support recruitment processes for identified staffing needs in conjunction with coordination teams
- Training and follow up with teams on appropriate HR documentation including contracting, attendance sheets, leave planning, etc.
Requested profile:
- A Bachelor’s Degree in Business Administration, Logistics, HR or other relevant area, or equivalent experience in one of these fields
- Demonstrated experience of overall responsibility and accountability within an organization. Experience working with an NGO is an asset.
- Well conversant with computer applications. MS Office is mandatory – particularly Excel
- Fluency in spoken and written English and Romania required. Additional competency in Russian or Ukrainian an asset.
- Good presentation and analytical skills.
- Excellent communication skills and problem-solving skills.
- Strong team player of high integrity, and the ability to work independently with little supervision.
- Good time management skills and the ability to prioritize.
- High numeracy and sound technical skills.
- The ability to work as part of a team and to build strong working relationships.
