Oxfam is supporting local organizations in Moldova who are providing assistance to people fleeing Ukraine, and also to the communities that are hosting and supporting refugees on their journeys.

What we are looking for

Oxfam is looking for a Finance Officer to provide financial support to the Moldova team in relation to the organizational objectives and to work with others to complete timely, accurate, and high-quality financial reports.

What we are looking for

  • University degree in a finance related subject or professional accountancy qualifications or proven finance experience with a high level of numeracy
  • At least two years of experience in accounting and financial work in a similar organization.
  • Ability to implement office and finance systems
  • Knowledge on various administrative and finance functions
  • Attention to details, ability to work under pressure and able to meet deadlines and to think and plan a head.
  • Ability to work with others and as part of the team
  • Good communication skills -verbal and written in English.
  • Commitment to deliver against agreed deadlines.
  • Understanding of gender and diversity issues and commitment to promoting gender and diversity equity

Job Details:

Contract type - Fixed-term contract for 12 months

Grading and salary range – Grade D1, 298,965 to 409,837 MDL (gross salary, per annum, depending on skills and experience)

Location – Chisinau, Moldova

KEY RESPONSIBILITIES:

  • Provide specialized financial support to Moldova country team and in relation to the organizational objectives and to work with others to complete timely, accurate, and high-quality financial reports.
  • Responsible for timely disbursements (Cash and Bank), prepare and submit a monthly Bank & Cash reconciliation
  • Liaise with Logistics and Business Support Manager to ensure compliance with Oxfam systems
  • Upload monthly accounts into PeopleSoft as per set up deadlines
  • Revise, audit, and process all the payments assuring it includes all supporting docs: invoices, receipts, proof of payment, procurement reports, contracts, etc. This will require seeking appropriate authorization and submitting the documents approval and ensuring that all supporting documents are appropriately filed
  • To ensure that Oxfam GB financial procedures are followed
  • Coordinate with Logistics to ensure maintenance of fixed asset registers
  • If & when needed follow up with stakeholder like, banks, revenue tax department, Social Security Department, OGB, HQ etc
  • To ensure all records are filed in an orderly and accessible manner
  • Ensure that all expenditure as reported are in line with agreed budgets and Standard Operating Procedures
  • Handling the full reporting of Monthly and Yearly tax & Social Security payments and declarations
  • Handling the office staff reimbursement, advances, and advance liquidation
  • Preparing financial reports as needed for internal use, donors, audit, state agencies, etc
  • In coordination with Business Support Manager processing the monthly payroll payments
  • Support the project and annual external audit process
  • Keeping all supporting documents available for review when required
  • Carry out the financial assessment of partners and assist programme on capacity building plan and implementation.
  • Review partner agreement related finance section and proposal budgets, amendments, and extensions for the life of a grant up to and including close-out, keeping complete track of the funds disbursed and the expenditures reported along with payable or receivables balances related to particular grant LOA.
  • Check details of partners financial reports and supporting documentation to ensure it is in line with Oxfam & donor reporting guidelines; ensuring partners are able to submit regular and accurate financial report using agreed templates on time and provide written feedback on the financial reports to the partners within a reasonable timeline
  • Maintain partner file both hard and soft copy as an archive including all partner information and documentation according to standard filling system.
  • Undertaking regular field visits, and/ or desk review to ensure financial compliance with Oxfam, Donor and local government regulations, through regular check of financial management systems, ledgers, supporting documents, and financial reports of partners etc.
  • Prepare the monthly Top Up request of cash to Headquarters
  • Any other responsibility or task that may be assigned by line manager

 

Experience, Knowledge & Competencies

  • Awareness of and demonstrated commitment to Oxfam's values, mission and work.
  • University degree in a finance related subject or professional accountancy qualifications or proven finance experience with a high level of numeracy
  • Significant experience in accounting and financial work in a similar sized organisation.
  • Proven ability to implement office and finance systems
  • Knowledge on various administrative and finance functions
  • Good communication skills -verbal and written in English.
  • Understanding of gender and diversity issues and commitment to promoting gender and diversity equity
  • Proven ability to manage resources and deadlines with minimum supervision
  • Demonstrates initiative with good communication and interpersonal skills
  • Strong organizational skills, detail oriented with ability to produce accurate work under tight deadlines
  • Ability to work and communicate effectively with others to ensure compliance with Oxfam GB policies and procedures
  • Ability to learn/adapt to a fast-changing environment and numerous, conflicting job requirements
  • A strong working knowledge of MS Office is needed, especially MS Excel
  • Good understanding of audit methodologies
  • Ability to write, speak and read in English 
  • Fluency in Romanian
  • Proven experience working in a similar role
  • Desirable: Self-confident and mature individual who is able to communicate at all levels; Enthusiasm for good working practices; Ability to work effectively in a culturally diverse organization
