 HELVETAS is the largest Swiss nongovernmental organization with a dual mandate for long term development and humanitarian response. It has been present in Moldova since 2018 implementing projects in the field of market systems development in the field of agriculture.

1. Organisational Integration

Staff category: National staff

Location: Chisinau, with regular travels in the country (2-3 times a week)

2. Overall Objectives:

a) Lead the implementation and feed into the conception of HSI’s cash transfer projects in Moldova in line with programme quality standards, donor requirements and recognized good practices

b) Liaise and coordinate with relevant stakeholders such as the cash working group, partner organizations (UN agencies, NGOs) and counterparts from local government

c) Provide technical support to project staff, support project development and build institutional capacities in cash programming (depending on experience level)

3. Main Tasks (derived from objectives)

A 1) Plan, track and review project progress

2) Ensure project staff use the appropriate tools and procedures

3) Support project staff in their daily operations as needed

4) Manage the project budget

5) Draft progress reports in English

B 1) Represent HSI in the cash working group

2) Act as cash focal point for external partners and stakeholders

C 1) Provide technical support to project staff

2) Elaborate/refine SOPs for cash programming

3) Support the design of new cash programming projects and implementation modalities

4) Conduct training sessions for HSI staff on topics related to cash transfer programming

4. Competency Profile

a) Basic education: Bachelor’s degree (Master’s degree preferred) in a related field such as finance, economics, social sciences, international relations, international cooperation.

b) Skills: Mandatory

- Proven professional experience in project cycle management

- Experience working with Excel databases and handling of sensitive data (data protection)

- Good writing skills in English

- Strong communication and coordination skills

- Proactive personality with problem-solving skills that works towards results

- High interest to engage in further learning


- Completed basic training in cash transfer programming (e.g. CaLP)

- Familiarity with digital data collection tools such as Kobo Toolbox

- Experience with M&E (developing tools and questionnaires, analysing data)

- Familiarity with core humanitarian principles

 5. Professional experience


- At least 2 years of relevant experience in managing teams or coordinating projects, preferably in development cooperation or in the humanitarian field

- Experience engaging with partner organizations


- Field-based experience with cash programming

- Experience in designing and setting up new projects

- Experience in training project staff, doing capacity building or advising projects

 6. Languages

- English: speaking, reading and writing

- Romanian and/or Russian: speaking, reading and writing

7. IT skills

Proficiency in Microsoft Office products (Word, Excel, PowerPoint, Outlook, Teams)
