Context:
Under the overall supervision of the Chief of Mission to Moldova and the direct supervision of the Livelihood and Inclusion Manager, the candidate will be responsible for the livelihood, social cohesion, and integration projects in Moldova that are designed to support refugees, host communities, third country nationals, and other migrants affected by the conflict in Ukraine,
The candidate will contribute to the Livelihood and Inclusion Programme that aims to promote self-reliance, socio-economic integration and social cohesion among refugees, migrants, and host communities in Moldova who are affected by the crisis in Ukraine. The programme will also design and implement projects that promote absorption capacity of local communities and government institutions such as by creating employment opportunities, small business and supporting quick impact projects through community based and participatory approaches. The candidate therefore will support the day-to-day implementation of such projects through labour market and socio-economic assessments, creating and supporting small business start-ups and small grants, skill development, support to community led small projects thereby promoting employability of target beneficiaries.
IOM Moldova will support the national and local authorities and institutions to have strengthened capacity to support and integrate refugees, TCNs and host communities. The candidate therefore will play key role in supporting such initiatives through identifying capacity needs assessment (material and technical), design and implement capacity building interventions, inform policy and programmes at micro level to promote increased integration of target communities.
Core Functions / Responsibilities:
- Oversea the provision of vocational skills training, business development support, startups, skill match and certification and income generating activities for self-employment for refugee, TCNs and host community in close collaboration with relevant government authorities, partners, and local communities.
- Lead the community-based planning and area-based approach to identify community based quick impact projects and support the effective planning and implementation of such project to meet local needs and expectations.
- Support the design and implementation of projects that promote absorption capacity of local communities and government institutions such as by creating employment opportunities, small business and supporting quick impact projects through ensuring active participation of project beneficiaries.
- In close collaboration with the Livelihood and Inclusion manager, coordinate the day-to-day implementation of projects activities including labour market and socio-economic assessments, create and support small business start-ups and small grants, skill development opportunities.
- Collect and analyze information on livelihood, economic recovery opportunities, labor market and socioeconomic conditions of refugees, TCNs and host communities in Moldova who are affected by the Ukraine crisis.
- Ensure the timely and efficient implementation and delivery of project activities according to the operational plan and those of the implementing partners as well as providing technical support when required in compliance with rules and procedure of the IOM for all financial and administrative matter.
- Provide technical guidance and support to IOM Moldova’s self-reliance, socio-economic integration and social cohesion interventions and programmes for refugees, migrants, and host communities in Moldova who are affected by the crisis in Ukraine.
- Follow-up with relevant stakeholders as well as units within the mission to expedite implementation of planned project activities and meet project targets such as with procurement, finance, HR units of IOM Moldova.
- Prepare detailed work plans, facilitate, and conduct capacity building activities on livelihood and community stabilization, program review and other activities as per the approved list of project activities.
- Monitor the progress of the project by reviewing, verifying, and analyzing work plans, progress reports; prepare and draft technical progress reports.
- Lead the organization of relevant conferences, seminars, workshops, training sessions and meetings. Serve as the technical focal point for community stabilization work by actively attending meetings, workshops, and inter-agency meetings.
- Establish and maintain close links with relevant partners, including government agencies, employers’, NGOs, the UN agencies, and other partners.
- Perform other duties as may be assigned by supervisor.
Required Qualifications and Experience
Education
- Bachelor’s degree in Development Studies/Cooperatives/International Relations/Conflict Resolution, Agriculture, Economics, Livelihood or other related fields, or a combination of training with at least 2 years of working experience;
or
- Master’s degree in the above-mentioned fields.
Experience
- Minimum of 5 and above years’ experience in working with livelihood and socioeconomic integration support for vulnerable populations such as migrants, refugees, and host populations.
- Practical experience and detailed knowledge of how Private and public enterprise and SME structures work in Moldova.
- Experience in capacity needs assessment, and design and implementation of livelihood programmes.
- Proven ability to build synergies with government counterparts, relevant humanitarian partners and coordination mechanisms.
- Ability to work under minimal supervision with strong coordination skills strategies, encroaches and guidelines.
- Knowledge of international humanitarian standards such as IASC framework on durable solutions is an advantage.
Skills
- Familiarity with national and international labor migration policy and legal frameworks.
- Capacity to provide technical advice in labor, employment and labor migration, labor market information systems, as well as on national and global relevant policies and instruments.
- Strong communication skill with a wide range of audiences including government, UN, donors and CSO.
- Proven experience in facilitating/organizing trainings/workshops, conferences and meetings.
- Experience in budget formulation, financial management and administration; familiarity with IOM guidelines and procedures is desirable.
- Experience in developing and maintaining partnerships with government counterparts, UN agencies, donors, and NGO partners.
- Excellent command of office software, such as word processors, spreadsheets, excel, databases.
- Strong interpersonal and communication skills.
Languages
Fluency in English, Romanian and Russian is required (oral and written). Knowledge of Ukrainian is an advantage.
