The Role:
We are seeking a full-time (80%) project officer who will lead IWPR’s Moldova operations under the project ‘Building Resilience in the Eastern Neighbourhood (BREN) in Chisinau.
BREN is a new IWPR initiative focused on providing support to peacebuilding civil society organisations and women’s rights groups across the South Caucasus and Moldova. BREN is supported by the UK Government’s Conflict, Stability and Security Fund (CSSF).
The project officer will be responsible for coordinating project activities and outputs in Moldova, including subaward administration with local organisations, and assistance with capacity building with local groups. The project officer will also be expected to assist with other projects in Moldova. This is a full-time position under the supervision of the project manager in Tbilisi and in consultation with the Country Consultant in Chisinau.
This contract is for an initial 1 year, from 1 May 2022 and may be extended further.
In this role you will:
Project coordination tasks, BREN (80%):
- In close coordination with the Moldova Country Coordinator and IWPR staff, coordinate the implementation of the project activities to ensure successful achievement of project objectives and reporting requirements
- Act as a point of contact for beneficiaries in Moldova;
- Contribute to the selection, capacity assessment and subaward agreement preparation of grant recipients in Moldova;
- Establish and manage relations with grant recipients; liaise with IWPR’s network of partners in Moldova to ensure proper preparation of financial reports in compliance with IWPR rules and regulations, including reviewing partner financial reports before they are sent to Tbilisi office, responding to partner questions and requests regarding reporting.
- Oversee implementation of grants, and facilitate the reporting and monitoring and evaluation processes;
- Ensure due and timely reporting by grant recipients;
- Gather data and information for monitoring and evaluation purposes from grant recipients;
- Provide support in delivering technical assistance to grants recipients;
- Assist in implementing the project communication strategy in Moldova;
- Contribute to the establishment and management of a local and regional network of civil society organisations;
- Contribute to donor reporting and wider impact communications; draft sections of narrative periodic reports and annual work plans, with guidance from IWPR staff and in accord with donor requirements
- Draft various documents, such as terms of reference, agreements and reports;
- Contribute to the organisation of project events and meetings; take detailed notes of project activities and external meetings and disseminate to other project staff
- Coordinate logistics for meetings and public events, including procurement with vendors for meeting space, invitation lists, and catering
- Schedule and arrange meeting and events, attend external meetings, and liaise with internal and external contacts appropriately and under supervision
- Coordinate with country representatives in Azerbaijan, Armenia and Georgia, as well as IWPR’s project staff in London.
Project assistance tasks, other projects (20%):
- Assist the country coordinator in Moldova in establishing and managing relations with project beneficiaries;
- Assist the country coordinator in Moldova in organising training, workshops and other events;
- Schedule meetings and prepare notes;
- Assist IWPR Tbilisi staff in generating data on project activities in Moldova;
The successful candidate will possess:
Experience and knowledge
- Degree level education in a relevant field. Bachelors’ degree in Law, Journalism, Public Communications, or similar field
- Minimum five years of experience in project coordination in a civil society and/or international organisation;
- Knowledge of basic accounting principles and grant-related compliance requirements
- Experience in managing subawards would be an advantage;
- Experience in carrying out administrative tasks in a civil society and/or international organisations;
- Experience in event organisation and management.
Knowledge/skills
- Awareness of key challenges related to gender and peacebuilding in Moldova;
- Knowledge of basic monitoring and evaluation concepts and processes;
- Native-level fluency in Romanian; fluency in English and Russian.
- Computer literate, including Microsoft Office and advanced knowledge of Excel;
- Excellent communication and reporting skills;
