Job Description (Roles and Responsibilities):
The British Embassy in Chisinau is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking to recruit a dedicated CSSF Projects Officer to manage the UK’s Conflict, Stability and Security Fund (CSSF) Eastern Neighbourhood project portfolio in Moldova.
There are three parts to this position:
To lead on identifying and designing strategic project interventions which create conditions more conducive to settlement of the Transnistria conflict; To manage implementation of those projects;To lead on monitoring and evaluation (M&E) of those projects.
Roles and responsibilities:
Project Design and Delivery
Working across the Embassy (Policy, Programme and Defence Section) and in collaboration with the Regional Hub, you will develop new project interventions that are strategic in nature and make recommendations to seniors on which projects should be supported. Once approved by seniors, you will manage implementation of those projects. You will work within the framework provided by UK policy and the British Embassy’s strategic objectives. You will ensure compliance with guidance by using standard FCDO programme management tools.
Tasks will include:
Developing a thorough understanding of conflict related issues, assessing opportunities and explaining the rationale for interventions, and designing projects – often working with other actors (local and international); Day-to-day project management that includes completing due diligence and monitoring safeguarding procedures with implementers, identifying and proactively managing risk; Work with the Embassy’s Communications Officer to promote our impact and interventions through the Embassy’s social media platforms; Prepare speeches and other comms activities related to your work area for the Ambassador and Deputy Head of Mission; Set up visits to projects for official visitors, brief them, and accompany them.
Monitoring and Evaluation
Monitoring and Evaluation (M&E) is a key part of this role. This will involve working closely with all Embassy colleagues to best inform our understanding of the operating environment for project delivery. Regular meetings with implementers, site visits, meetings with beneficiaries and supporting activities will provide evidence of how a project is delivering effectively, including oversight of risk, gender and conflict sensitivity, value-for-money and financial compliance; You will lead on quarterly reporting to ensure formal recording of M&E activities, drawing in wider inputs from colleagues across post to demonstrate results, generate lessons learned, and evaluate progress;A key part of M&E work is donor coordination through building and maintaining partnerships to secure the widest informed results. You will make connections with other partners to support the effective delivery and sustainability of UK programming and ensure UK value-add is targeted where it is best leveraged. This network will also help to facilitate evidence and analysis that can underpin programming decisions.
Project Finance and Corporate Responsibility
To lead on project finance for the International Programme and other (smaller) Embassy bilateral projects. Training in relevant finance IT systems and in developing a comprehensive understanding of the latest guidance and financial best practice will be given; Act as emergency cover for the Head of Corporate Services regarding payment of essential time-sensitive payments; Take on a Corporate Role such as First Response Officer, Local Staff Association or in Post Crisis Management and contribute to the Embassy;Team’s whole of mission culture.
Essential qualifications, skills and experience
Fluency in English, Russian and Romanian (both oral and written, minimum C1 level*);
A graduate in international relations, politics, programme management or related subject with at least 2 years’ experience working for an Embassy, NGO, CSO, international/local organisation or similar in the field of security, conflict, development, international relations or similar;
Experience, understanding and willingness to travel independently to the Transnistria region of the Republic of Moldova and capability to build a diverse network of contacts there and across Moldova;
Programme management experience / Project management;
Flexible working style ability to work with a high degree of autonomy and as part of a team, to be able to multitask under pressure.
Desirable qualifications, skills and experience:
Experience of working in, or collaborating with, Moldovan government institutions or agencies; Full driving licence.

Other benefits and conditions of employment:
This is a full-time 12month contract of 35 hours (net) per week. The gross monthly salary is 30,209 MDL payable in 12 equal instalments.

The British Embassy does not sponsor for work permits.
Staff recruited locally by the British Embassy in Chisinau are subject to Terms and Conditions of Service according to local employment law.
In a relatively small Embassy, the job holder will be involved in corporate issues (e.g. as a member of the Post Management Committee, L&D development and undertaking the Duty Officer role along with other UK-based staff). You will also be expected to be a member of Post Crisis Management team.
