Position Title: CCCM/SMS Program Assistant

Duration: Six months with possibility of extension
All Inclusive Salary: 17000 MDL per month

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:
Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighbouring countries have been reported in the following days. While air travel has been suspended in Ukraine and Moldova, Ukraine shares land border with four European Union (EU) Member States: Poland, Romania, Hungary and Slovakia. Other non-EU countries (3) which share their border with Ukraine include Republic of Moldova, Russian Federation and Belarus.
Large in and outflows, along with the vast number of Ukrainian nationals and third-countries nationals who stayed in the country, creating pressure on the local governments in responding to enormously growing needs, on one side; and to and through Moldova of Ukrainian and Third Country nationals created the need to set up a monitoring system and analyze the trends and patterns of mobility.
Under the direct supervision of the CCCM Coordinator, and in close coordination with other emergency response units of IOM Moldova mission, the CCCM Programme Assistant will be responsible for:
Core Functions / Responsibilities:
- Coordination and monitoring of assistance and protection across of all geographical areas affected by influx of refugees and third-country nationals,
- Support to the local governments in management of the response and create space for effective partnerships,
- Represent the CCCM at relevant fora created for purpose of the national Refugee Response Plan, at all cross-cutting sectoral WGs,
- Build national governmental and capacities of national civil society organizations, with focus on CCCM,
- Provides technical CCCM expertise,
- Ensuring that efficient communication channels are in place with all,
- Perform other duties as they might be assigned.
Required Qualifications and Experience
Education
- Diploma in Social Science, Geography, IT, Computer Science, or any other relevant field
- Knowledge of border management settings appreciated
Experience
- Experience in information management, preferably in migration and conflict situations.
- Minimum one year of relevant experience.
- Experience in project implementation.
- Work experience related to areas of migration management, including border management, labour migration, counter-trafficking would constitute an added advantage.
- Experience in working with governmental institutions and non-governmental organizations.
- Experience with International Organizations, IGO an advantage.
- Ability to organize an information flow.
- Computer knowledge use including Microsoft Office and ability to use internet and email.
- Familiarity with mobile data collection technologies and GPS an advantage.
- Familiarity with the UN system.
- Excellent organization skills; analytical and creative thinking.
- Excellent communication and team-building skills.
Languages
Fluency in English, Romanian and Russian is required. Knowledge of Ukrainian, is an advantage.
