ALDA Organization is hiring a Communication Officer in Chisinau

Communication Officer, Chisinau (Moldova)
Part-Time (20 hours/week)
Where and when: 1 year, full time, starting from April 2022 – ALDA office in Chisinau (Moldova)
ALDA – European Association for Local Democracy, is dedicated to the promotion of good governance and citizen participation at the local level. ALDA focuses on activities facilitating cooperation between local authorities and civil society.
It was established in 1999 at the initiative of the Council of Europe to coordinate and support the network of Local Democracy Agencies, which are self-sustainable, locally registered NGOs acting as promoters of good governance and local self-government. Today, ALDA is a key stakeholder in the field of local democracy, active citizenship, and cooperation between local authorities and civil society.

Main tasks and responsibilities:
The Communication Officer will directly report to the Head of Unit. S/he will be in charge of public relations, information output, press releases and media requests, social media and/or advertising efforts. S/he will support all the communication activities related to projects implemented in the region and will ensure that all donors’ visibility requirements are met.
The Incumbent will work in ALDA’s Team in Moldova which currently implements several projects in Eastern Partnership countries and Central Asia but will also coordinate its work with ALDA’s communication department (located in Italy).
Duties and responsibilities will include:

- Manage and improve the communication flows, within and ouside the Chisinau office of ALDA;
- Responsible for promoting a positive public image of ALDA;
- Create effective communication strategies, when necessary;
- Coordinate external and internal communications flow;
- Design sketches of the mass media announcement;
- Write content for organisation’s website;
- Assist in planning events, seminars and press conferences;
- Communicate with media regularly;
- Manage media inquiries and arrange interviews, statements, etc;
- Build relationships with influencers and key stakeholders;
- Support all the communication activities (on social media, newsletter etc) related to the emergency situation following the Ukraine war.
Skills needed:
- Highly motivated, result-driven person
- Flexibility, eagerness to learn quickly
- Respect for hierarchy, positive, pro-active and collaborative attitude
- Ability to work under pressure, respecting tight deadlines
- Basic understanding of an NGO (non-profit entity) work, project cycle management and relationship with donors;
- Ability to work in team and autonomously, with a pleasant and respectful behavior
- Creativity, innovation, initiative
- Accuracy and attention to detail
Education, languages and tools:
- University Degree would be an asset. Students with previous working or volunteering experience relevant for this role – will be considered;
- Quick learner;
- Previous experience in communication or project implementation represent an asset;
- Communication skills, especially in multicultural, complex environments;
- Excellent knowledge of Romanian and English, good knowledge of Russian. Any other languages represent an asset;
- Interest in issues of local democracy, participatory and active citizenship, and European cooperation;
- Excellent IT skills, especially with design, photo and video-editing software and online Experienced and familiar with social networks and other communication channels (e.g. mailchimp).
- Previous experience in international organizations and/or managing similar tasks is highly advantageous.

Terms of contract
The contract will be for a period of 12 months and can be renewed subject to availability of resources and satisfactory performance evaluation at the completion of the first contracted period. The contract will preferably start in April 2022. Location: Chisinau. The salary proposal will be based on the experience and qualifications of the candidate within the salary grid of ALDA.
