Background
The UN Human Rights Office (Office of the UN High Commissioner for Human Rights – OHCHR) represents the world's commitment to universal ideals of human dignity. It has a unique mandate from the international community to promote and protect all human rights.
The UN Human Rights Office in Moldova (OHCHR in Moldova), led by the Human Rights Adviser, assists the UN RC Office, UN Country Team in Moldova (UNCT), Government and civil society in strengthening human rights and human rights-based approach, working closely with the UN Country Team on capacity building and mainstreaming human rights in their work, as well as providing support in engagement with national actors on human rights, including advising national authorities upon request. Thematic priorities for the work of the Office are: (i) Strengthening rule of law and accountability for human rights violations; (ii) Enhancing equality and countering discrimination; (iii) Integrating human rights in sustainable development; (iv) Enhancing civic space and people’s participation.
OHCHR in Moldova is one of the main partners of the National Human Rights Council (National Mechanism for Reporting and Follow-up/NMRF) and the Permanent Secretariat for Human Rights in ensuring a participatory and inclusive approach in fulfilling the obligation of the state in front of the UN Human Rights Mechanisms and in developing national policies that are human rights compliant and follow a human rights based approach.
As part of the continuous support and technical assistance provided, in 2022 OHCHR in Moldova, in partnership with the State Chancellery is implementing the project “Building capacities of the National Human Rights Council and the Permanent Human Rights Secretariat of the Republic of Moldova for an inclusive Governmental planning, monitoring and reporting on the implementation of the UPR, treaty bodies and special procedures recommendations”, implemented through OHCHR Voluntary Fund for Financial and Technical Assistance in the Implementation of the Universal Periodic Review (UPR VF). The main aim of the project is to strengthen the capacity of the National Reporting and Follow up Mechanism (NMRF) so it can better ensure an inclusive and coherent planning, implementation and reporting on the implementation of the recommendations received through the Universal Periodic Review (UPR), from Treaty Bodies and Special Procedures. Three specific objectives are planned as part of the project:
- Capacity building of the members of the NMRF, as well as of its supporting structure, in human rights planning, policy drafting, implementation, reporting and follow up and ensuring transparency and participation in all the processes.
- Provision of support for development of national procedure for the implementation of decisions/views issued by UN Treaty Bodies.
- Awareness raising of parliamentarians, Civil Society Organizations (CSOs) and UNCT in Moldova on international human rights recommendations, including UPR recommendations, received by the Republic of Moldova.
Therefore, OHCHR in Moldova is planning to provide support to Permanent Human Rights Secretariat/Human Rights Coordination and Social Dialogue Department (further referring as Human Rights Secretariat) in conducting the necessary human rights coordination, implementation, monitoring, reporting and follow-up of international human rights, as well ensuring the efficient implementation of the project activities.
Scope of work
Under the guidance and direct supervision of the Human Rights Adviser and in close collaboration with a National Human Rights Officer, the incumbent is responsible for providing technical assistance in coordination, implementation, monitoring, reporting and follow-up of international human rights; the management and the coordination of all the activities of the mentioned project through a range of actions for the effective and participatory planning and achievement of the main aim and objectives of the project.
More specific, the consultant will:
- ensure the provision of expertise and advise based on the international human rights human standards to contribute to strengthening the capacity of the NMRF so it can better ensure an inclusive and coherent planning, implementation and reporting on the implementation of the recommendations received through the UPR, from Treaty Bodies and Special Procedures;
- develop in close collaboration with UN Human Rights Adviser, the National Human Rights Officer and the representatives of Human Rights Secretariat the work plans of the Project;
- be responsible for the organization, coordination and implementation of the activities under the Project’s work plans as well as for the reporting the UPR VF and other needs for reporting;
- lead, coordinate and provide substantive inputs in the process of implementation of the project’s objective, including in the process of conducting inclusive consultations on evaluation of the implementation of National Human Rights Action Plan for the period 2018 – 2022 and development of new framework in the field of human rights; inclusive consultation of state reports to Treaty Bodies that are due in 2022 and other processes that require genuine consultations and participation of National Human Rights Institutions and Civil Society Organizations; participation in development of the concept and organization of capacity building of central and local structures of NMRF, other meetings and related events to take place under the project’s activities;
- provide technical assistance and support to Human Rights Secretariat in planning, coordinating and monitoring the implementation of the international human rights recommendations received by the country;
- ensure the effective management and supervision of the resources spending, liaise with the UPR VF Secretariat in liaison with OHCHR Moldova and ensure the timely submission of request for financial authorizations in accordance to the requirements of OHCHR Finance and Budget Section;
- documenting project activities, including through photos and videos, and ensuring adequate visibility of the UPR VF in reports, publications and audio-visual materials; prepare final narrative and financial report on project implementation to be submitted to the UPR VF
- guide and monitor, in close cooperation with UN Human Rights Adviser and National Human Rights Officer, the activity of consultants involved in the project;
- ensure the overall implementation of the project and achievement of the expected aim and objectives in strong cooperation and consultation with Human Rights Secretariat;
- support other activities in the area of international human rights mechanism, monitoring, reporting and follow-up in the field of human rights, as required
- other tasks as required.

Requirements for experience
Academic Qualifications:
- University degree in law, human rights, social science or other relevant discipline;
- Master’s degree/courses in human rights would be considered an advantage.
Experience and skills:
- At least 7 years of professional experience at the national level in human rights work, international human rights framework, monitoring and reporting to international human rights mechanisms;
- At least 3 years of experience in conducting capacity building programs in the field of human rights for state institutions;
- Experience of working with the United Nations is a strong asset.
- Experience in working with central and local public authorities is an asset.
- Experience in working with and mobilizing civil society sector to participate to consultations of different policies and reports in the field desirable.
Language Requirements:
- Fluency in Romanian and English language; Fluency in Russian would be an asset;
- Knowledge of one or more relevant minority languages, including Bulgarian, Ukrainian or Romani, as well as sign language(s), will be a strong advantage.
