IREX Europe doing business as Equal Rights and Independent Media (ERIM) is a not-for-profit organization based in Lyon, France. We provide innovative programs to support human rights and strengthen independent media and media education. The ERIM approach emphasizes partnerships with local development organizations to expand capacity, build sustainable institutions, and affect change through training, partnerships, education, research, and grant programs.
“Civil Society Organisation Capacity Development” is a regional project run by ERIM and funded by the European Union. The project aims to strengthen civil society organizations and improve their operational and organizational capacity.
ABOUT THE OPPORTUNITY
ERIM is looking for an experienced consultant(s)/group of consultants/companies based in Moldova to support selected Civil Society Organisations (CSOs) in developing organizational strategies and the assigned operational plan and budget. The consultant(s) could be based anywhere in Moldova but may be required to travel within the country to provide consultancy/training services.
The scope of work for the Consultant(s) will include but not be limited to:
- Development of a strategic plan
To ensure a participatory strategic planning process, which will integrate the results of the needs assessment of the target group, external trends, internal priorities, risks, correlated with the mission and vision of the organization. The plan should be linked to a monitoring and evaluation framework (with results defined at the product level (output), the result (outcome), and impact, where possible) which includes indicators for short- and long-term periods.
- Development of an operational plan and a consolidated budget
To develop an operational plan, which refers to a detailed framework, for one year, for the implementation of the strategy. The operational plan should be correlated both with the strategy and with the activities/projects of the organization. The consolidated budget should include the necessary means for the implementation of the operational plan and cover the expenses of the organization for one year (direct and indirect costs).
Deliverables:
- A strategic plan for three (3) years period including a monitoring and evaluation framework with organizational indicators;
- A one-year operational plan and a consolidated budget;
- A short report on the process including stakeholder consultations and workshops.
It is expected that the whole process related to the development and validation of the above-listed deliverables will involve consultative sessions, stakeholder meetings, and a desk review format of working.
Qualifications:
- Formal education – degree/masters in a relevant field of study and/or the equivalent combination of education and work experience;
- At least five years’ experience in strategic planning and management;
- Skills in facilitation of stakeholder engagements/workshops;
- Evidence of having undertaken similar assignments;
- Good knowledge of civil society organizations in Moldova;
- Ability to work independently and on a flexible schedule;
- Fluency in Romanian and English, excellent communication skills
- Russian language skills are desirable but not essential
Note: The consultant(s) can apply for separate components of the assignment (i.e. separately for the development of the strategic and operational plan or separately for the development of the consolidated budget) and should cooperate with other experts/consultants involved in the assignment.
The consultant(s) shall have a tolerant and open attitude towards all social groups and shall not discriminate against any individual or group, irrespective of any ground, such as sex, gender, sexual orientation, age, ethnicity, etc. ERIM promotes tolerance, respect, and equality.
Terms and conditions of activity:
The consultant(s) will be hired through a service contract.

- samples of similar assignments undertaken previously;
- proposal for implementing the assignment and
- the daily fee for each specific task.
