The Moldova Red Cross Society (MRCS) invites qualified individual consultants or consulting firms to submit proposals for the provision of consultancy services to conduct an institutional and strategic assessment and develop the Moldova Red Cross Society Strategy 2027–2030.

TOR - Development of the Moldova Red Cross Society Strategy 2027–2030

Objective of the Consultancy

The objective of this consultancy is to conduct an independent institutional and strategic assessment of the Moldova Red Cross Society and develop the MRCS Strategy 2027–2030, based on the findings and recommendations resulting from the assessment process.

Scope of Work

The selected consultant or consulting team will be responsible for:

• Conducting an institutional, organizational and strategic assessment of MRCS;
• Assessing the current institutional and operational model;
• Identifying institutional, operational, financial and organizational factors influencing the Society's development;
• Developing recommendations for strengthening MRCS institutional capacity and organizational sustainability;
• Preparing the draft MRCS Strategy 2027–2030 and an implementation roadmap.

Deliverables

The consultancy is expected to deliver:

• Inception Report;
• Institutional and Strategic Assessment Report;
• Institutional Reform and Future Operating Model Paper;
• Draft MRCS Strategy 2027–2030;
• Facilitation of a validation workshop;
• Final MRCS Strategy 2027–2030 and Implementation Roadmap;
• Executive Summary and Presentation.

Consultant Profile

The consultant or consulting team should demonstrate:

• At least 10 years of relevant professional experience in organizational development, institutional transformation, strategic planning or management consulting;
• Proven experience in institutional assessments and organizational reform processes;
• Experience working with humanitarian, non-governmental or civil society organizations;
• Experience in developing organizational strategies;
• Excellent analytical, facilitation and report writing skills;
• Fluency in English and Romanian; knowledge of Russian will be considered an asset;
• Previous experience with the International Red Cross and Red Crescent Movement will be considered an asset.

• Technical Proposal outlining the proposed methodology, work plan and understanding of the assignment;
• Financial Proposal, including the professional fee and all costs associated with the assignment;
• CV(s) of the consultant(s);
• At least two examples of similar assignments completed within the last five years;
• Contact details of two professional references;
• Declaration of availability;
• Declaration of Conflict of Interest.

Evaluation Criteria

Applications will be evaluated based on:

• Understanding of the assignment;
• Quality and feasibility of the proposed methodology and work plan;
• Relevant professional experience;
• Qualifications of the consultant or consulting team;
• Experience in similar assignments;
• Value for money.
