The German Development Cooperation through GIZ is looking for a company to prepare and deliver thematic training sessions and organize a study visit related to water supply and sanitation (WSS) management, operational resilience, water quality monitoring, and wastewater management for representatives of selected localities within the project zone in northern Moldova within its “Support in mitigating war-related impacts for water supply and sanitation in the border region of Moldova and Ukraine” (WASSER) project.

The objective of this assignment is to strengthen the capacities of Local Public Authorities (LPAs), WSS operators, and other relevant stakeholders from selected localities within the project area in the fields of crisis management in WSS systems, drinking water quality monitoring, and wastewater treatment monitoring and operational resilience. The project area consists of the following LPAs: villages of Lencauti, Valcinet, Mereșeuca, Unguri and town of Ocnița and Otaci within Ocnița district; villages of Arionești and Pocrovca within Dondușeni district; and villages of Tătărăuca Veche, Zastînca, Trifăuți, Vasilcău and municipality of Soroca within Soroca district.

To achieve the objective, the bidder shall perform the following tasks:

• Development of methodology and preparation of the inception report, including the proposed approach, agenda, target groups, and implementation arrangements for the trainings and study visit
• Preparation and delivery of three thematic training sessions related to (i) crisis management in WSS systems, (ii) collection and analysis of drinking water samples, and (iii) monitoring of effluent parameters from wastewater treatment plants
• Organization and facilitation of a study visit to a regional WSS operator in Romania for representatives of LPAs, WSS operators, and partner hromadas from Ukraine, including the organization of a roundtable discussion
• Finalization and presentation of results.

The tender is open to private companies, public institutions, non-governmental organisations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova.

A successful bidder is expected to meet at least the following requirements:

• Prove to be a legal entity registered in the Republic of Moldova,
• Provide excellent in-house expertise in WSS sector, as well as solid backstopping support,
• Provide one coordinator to manage all assignment related tasks and activities and be the project’s contact person,
• Provide track record of working with the development organizations in MD.
• Comply to the principles of Quality Management regarding the organization and implementation of consulting services.

Offers must be prepared in English or Romanian.

Proposals must be submitted in two parts, consisting of:

• Part 1: Technical offer according to the TOR
• Part 2: the Price Schedule form – as the detailed financial offer in Moldovan Lei, VAT 0 %.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
