About this Procurement
The Association of Administrative Lawyers of Moldova (AJAM), implementing partner of the AI4JUSTICE: Face the Future project, is seeking proposals from qualified companies or partnerships for the design, development, supply, installation, and handover of a complete "Future Telling Mirror" interactive installation – an immersive civic education experience to be deployed at universities, civic spaces, and public events across Moldova.
The installation combines a hardware unit (a smart mirror interactive display) and a software/UX application that guides users through integrity-related scenarios and ethical reflection. It is a public educational experience – not a diagnostic, profiling, or behavioural prediction tool.
This project is funded by Sweden through SIDA, administered by the International Development Law Organization (IDLO). This procurement follows IDLO’s Procurement Policies and Procedures.

Scope of Supply
The procurement seeks one fully integrated solution covering two workstreams that must function together as a single system:

Workstream 1: Hardware Solution • Portable interactive display unit – minimum 55", semi-reflective smart mirror, touch-enabled (10-point), portrait orientation, Full HD / 4K • Freestanding frame ~180–200 cm, under 60 kg, full setup by 1–2 persons in under 30 minutes • Integrated mini-PC: multi-core CPU (i7/Ryzen 7 or equivalent), 16 GB RAM, 512 GB SSD, dedicated GPU (NVIDIA GTX/RTX or equivalent) • HD camera (1080p, for engagement detection only – no biometric identification), proximity sensor, directional speakers (2×10W) • Offline operation, kiosk mode, flight case for transport, 12-month hardware warranty |

Workstream 2: Software / UX Solution • Interactive application delivering scenario-based ethical reflection experience • Mandatory offline operation; multilingual: Romanian and Russian (mandatory), English/French (advantage) • Admin interface for AJAM to manage content, scenarios, and statistics – without redevelopment • GDPR-compliant: informed consent, data minimisation, anonymisation, right to deletion • Responsible AI: no biometric data collection, no user classification, scoring, or profiling • UX prototype / mockup mandatory with proposal submission (Figma, AdobeXD, wireframe, or functional demo) • Full source code, documentation, and IP rights handed over to AJAM on completion • 12-month software support with defined SLA |

Eligibility & Requirements
Mandatory requirements (Pass/Fail):
- Legally registered company in any country; authorised to operate in Moldova
- Not debarred or sanctioned by the UN Security Council, EU, or OFAC; no adverse court/arbitral history in the last 3 years
- Workstream 1: minimum 2 references delivering interactive kiosk, digital signage, or exhibit hardware installations
- Workstream 2: minimum 2 references in interactive software/UX development, civic education, or simulation; demonstrated multilingual interface capacity
- UX prototype or mockup submitted with proposal (mandatory – proposals without it will not pass)
- Written commitment to 12-month hardware warranty and 12-month software support SLA
- Written acceptance of all ethical, privacy, and GDPR requirements in the TOR
Documents required with the proposal:
- Proposal Submission Form (Annex D) – on official company letterhead
- Bidder Information Form + Self-Attestation (Annex E)
- Technical Proposal (Annex F1): company profile, references, proposed concept, UX prototype, Gantt chart
- Financial Proposal (Annex F2): cost breakdown by Workstream, in EUR excl. VAT – password-protected, separate email
- Signed MOU or partnership agreement (mandatory for partnerships / consortia)
How to Submit Your Proposal
Step 1 – Request the full RFP documents:
Send an expression of intention to bid to office@ajam.md by 18 June 2026. The complete RFP package (including all Annexes and the full Terms of Reference) will be shared with confirmed bidders.
Step 2 – Submit clarification questions:
Send any questions to office@ajam.md by 25 June 2026, with the subject: "Clarification Request – RFP No. AJAM-AI4J-2026-001". AJAM will issue written responses to all registered bidders by 30 June 2026.
Step 3 – Submit your proposal (two emails):
- Email 1 – Subject: "Technical Proposal for RFP No. AJAM-AI4J-2026-001" – attach the Technical Proposal file
- Email 2 – Subject: "Financial Proposal for RFP No. AJAM-AI4J-2026-001" – attach the Financial Proposal (password-protected). Share the password only when requested by AJAM after technical evaluation.
Both emails must be received at office@ajam.md and/or asociatia.ajam@gmail.com by 30 June 2026, 15:00 hours (Chisinau time). Maximum 10 MB per email; virus-free.

AJAM (Association of Administrative Lawyers of Moldova) is an independent non-profit organisation founded in 2023, dedicated to strengthening good governance, administrative justice, and integrity in public administration in the Republic of Moldova.
The AI4JUSTICE: Face the Future project (January 2026 – March 2027) aims to enhance transparency, accountability, and public trust in Moldova’s justice system through digital innovation and behavioural engagement. The "Future Telling Mirror" is the project’s flagship intervention: an immersive installation that uses behavioural science and interactive technology to make integrity and ethical decision-making personally resonant for young people and citizens.
