announces a competition for the selection of an “ICT Technical Expert in Digital Mapping Information and Content Management”

Activity within the project "Network for the Preservation of Sturgeon and for the Sustainability of the Black Sea Basin Ecosystem" (SturNet - BSB00172), co-financed by the European Union within the Interreg NEXT Program Black Sea Basin.

Under the guidance of Ecological Counseling Center Cahul, “ICT Technical Expert in Digital Mapping Information and Content Management” will provide services in accordance with the Terms of Reference.

Qualifications and Skills Required

• University studies relevant to the position (Communication, Environmental Science, Geography, Information Management, IT, GIS, or related fields);
• Professional experience in the field, at least 3 years, including digital content management, information structuring, and administration of web platforms or digital mapping tools;
• Experience in the implementation of similar international projects, preferably EU-funded (Interreg or similar), including working with multidisciplinary teams and validated datasets;
• Professional skills in teamwork and collaboration, including cooperation with technical experts, data specialists, project partners, and authorities;
• Knowledge of English language at C1 level (written and spoken);
• Analytical and communication skills, including the ability to structure, present, and ensure clarity and visibility of information for different categories of end users.

 Ecological Counseling Center Cahul, announces the competition through a request for offers for the selection of an " ICT Technical Expert in Digital Mapping Information and Content Management", an activity within the project "Network for the Preservation of Sturgeon and for the Sustainability of the Black Sea Basin Ecosystem” (SturNet – BSB 00172).

Project description:

The SturNet project aims to protect sturgeon populations and preserve the unique ecosystem of the Black Sea basin. Through collaborative research, data collection and model development, our habitat protection efforts will support the sustainable development of the region's natural resources. One of the main objectives is to develop, pilot and deliver an innovative open digital toolkit that will be able to provide free interactive information on sturgeon spawning areas and periods to various stakeholders.

General objective:

The overall objective of the "SturNet" project is primary research, data collection and model development, to pilot and create an innovative digital toolkit that will be able to provide interactive information on sturgeon spawning areas and periods, both by environmental as well as regulatory and commercial stakeholders. In this direction, we aim to contribute to the conservation of sturgeon habitats and aquaculture, and subsequently to the wider sustainability of the Black Sea Basin ecosystem.

Period for performing the services: 12 months, starting with March 2026.

Tasks:

The expert will perform the following tasks:

• Organize and regularly update the informational content of the Digital Mapping Tool;
• Present information on sturgeon migration routes and sensitive areas (spawning, resting, aggregation);
• Structure information according to seasonal and monthly periods;
• Upload exclusively datasets and information validated by Expert 1;
• Manage public information and documentation sections of the platform;
• Review multilingual content (BG, RO, TR, UA, GR) in terms of informational consistency;
• Ensure visibility, clarity, and accessibility of information for end users;
• Report on activities carried out, providing regular updates to the project management team;
• Participate in project meetings, workshops, and events organized by the project team;
• Contribute to events and activities within the project framework, ensuring knowledge sharing and coordination with other stakeholders.

Expected results:

The selected expert will provide the requested services according to the conditions requested by the Ecological Counseling Center Cahul, in this document and based on the contract signed between the parties (the selected expert and ECC Cahul).

The price indicated in the offer is final and cannot be adjusted after the deadline for submitting offers.
