Ecological Counseling Center Cahul,
announces a competition for the selection of an ICT Technical Expert in Monitoring, Methodologies and Stakeholder Interface
Activity within the project "Network for the Preservation of Sturgeon and for the Sustainability of the Black Sea Basin Ecosystem" (SturNet - BSB00172), co-financed by the European Union within the Interreg NEXT Program Black Sea Basin.
Under the guidance of Ecological Counseling Center Cahul, ICT Technical Expert in Monitoring, Methodologies and Stakeholder Interface will provide services in accordance with the Terms of Reference.
Qualifications and Skills Required
- University studies relevant to the position (Environmental Science, Biology, Ecology, Fisheries, Natural Resources Management, or related fields);
- Professional experience in the field, at least 3 years, including environmental and biodiversity monitoring, field-based data collection, and validation of monitoring results;
- Experience in the implementation of similar international projects, preferably EU-funded (Interreg or similar), including pilot monitoring actions and application of common methodologies;
- Knowledge and practical experience in environmental monitoring methodologies, non-invasive assessment techniques, and evaluation of species conservation status;
- Professional skills in stakeholder engagement and cooperation, including interaction with authorities, research institutions, NGOs, local communities, and end users;
- Professional skills in teamwork and coordination, including collaboration with technical experts, data specialists, and project partners;
- Knowledge of English language at C1 level (written and spoken);
- Analytical and communication skills, including the ability to interpret monitoring data, report results, and communicate findings to technical and non-technical audiences.

Ecological Counseling Center Cahul, announces the competition through a request for offers for the selection of an ICT Technical Expert in Monitoring, Methodologies and Stakeholder Interface, an activity within the project "Network for the Preservation of Sturgeon and for the Sustainability of the Black Sea Basin Ecosystem” (SturNet – BSB 00172).
Project description:
The SturNet project aims to protect sturgeon populations and preserve the unique ecosystem of the Black Sea basin. Through collaborative research, data collection and model development, our habitat protection efforts will support the sustainable development of the region's natural resources. One of the main objectives is to develop, pilot and deliver an innovative open digital toolkit that will be able to provide free interactive information on sturgeon spawning areas and periods to various stakeholders.
General objective:
The overall objective of the "SturNet" project is primary research, data collection and model development, to pilot and create an innovative digital toolkit that will be able to provide interactive information on sturgeon spawning areas and periods, both by environmental as well as regulatory and commercial stakeholders. In this direction, we aim to contribute to the conservation of sturgeon habitats and aquaculture, and subsequently to the wider sustainability of the Black Sea Basin ecosystem.
Period for performing the services: 12 months, starting with March 2026.
Tasks:
The expert will perform the following tasks:
- Support the implementation of pilot monitoring and data validation actions;
- Correlate field monitoring results with the information displayed in the Digital Mapping Tool;
- Contribute to the development and application of common monitoring methodologies and the assessment of sturgeon conservation status;
- Collect feedback from authorities, fishers, NGOs, and other relevant users;
- Communicate end-user requirements and feedback together with other project experts to Expert 2 for adaptation of the informational content of the platform;
- Support awareness-raising activities on sturgeon protection, without involvement in platform administration;
- Report on activities carried out, providing regular updates to the project management team;
- Participate in project meetings, workshops, and events organized within the project framework;
- Contribute to project events and activities, facilitating information exchange between experts, partners, and other stakeholders.

Expected results:
The selected expert will provide the requested services according to the conditions requested by the Ecological Counseling Center Cahul, in this document and based on the contract signed between the parties (the selected expert and ECC Cahul).
