announces a competition for the selection of an “ICT Technical Expert in Environmental Data Cleaning, Harmonization and Quality Control”
Activity within the project "Network for the Preservation of Sturgeon and for the Sustainability of the Black Sea Basin Ecosystem" (SturNet - BSB00172), co-financed by the European Union within the Interreg NEXT Program Black Sea Basin.
Under the guidance of Ecological Counseling Center Cahul, “ICT Technical Expert in Environmental Data Cleaning, Harmonization and Quality Control” will provide services in accordance with the Terms of Reference.
Qualifications and Skills Required
- University studies relevant to the position (Environmental Science, Ecology, Geography, Biology, Data Management, GIS, or related fields);
- Professional experience in the field, at least 3 years, including data cleaning, validation, harmonization, and quality control of environmental and monitoring datasets;
- Experience in the implementation of similar international projects, preferably EU-funded (Interreg or similar), including handling multi-source datasets and citizen science contributions;
- Professional skills in teamwork and collaboration, including working with scientific institutions, authorities, and international partners;
- Knowledge of English language at C1 level (written and spoken);
- Analytical and technical skills, including attention to detail, metadata management, and preparation of datasets for digital platforms/GIS integration.

Ecological Counseling Center Cahul, announces the competition through a request for offers for the selection of an " ICT Technical Expert in Environmental Data Cleaning, Harmonization and Quality Control", an activity within the project "Network for the Preservation of Sturgeon and for the Sustainability of the Black Sea Basin Ecosystem” (SturNet – BSB 00172).
Project description:
The SturNet project aims to protect sturgeon populations and preserve the unique ecosystem of the Black Sea basin. Through collaborative research, data collection and model development, our habitat protection efforts will support the sustainable development of the region's natural resources. One of the main objectives is to develop, pilot and deliver an innovative open digital toolkit that will be able to provide free interactive information on sturgeon spawning areas and periods to various stakeholders.
General objective:
The overall objective of the "SturNet" project is primary research, data collection and model development, to pilot and create an innovative digital toolkit that will be able to provide interactive information on sturgeon spawning areas and periods, both by environmental as well as regulatory and commercial stakeholders. In this direction, we aim to contribute to the conservation of sturgeon habitats and aquaculture, and subsequently to the wider sustainability of the Black Sea Basin ecosystem.
Period for performing the services: 12 months, starting with March 2026.
Tasks:
The expert will perform the following tasks:
- Review, clean, format, and validate raw environmental and monitoring data;
- Ensure compatibility and consistency of datasets from multiple sources;
- Collaborate with project partners and other project experts to verify and validate data quality;
- Apply and maintain standards for data traceability and metadata (source, methodology, temporal and spatial coverage);
- Validate citizen science contributions in terms of data quality;
- Identify and report errors, gaps, or inconsistencies in the datasets;
- Prepare validated data for integration into the Digital Mapping Tool;
- Report on activities carried out, providing regular updates to the project management team;
- Participate in project meetings, workshops, and events organized by the project team;
- Contribute to events and activities within the project framework, ensuring knowledge sharing and coordination with other stakeholders.

Expected results:
The selected expert will provide the requested services according to the conditions requested by the Ecological Counseling Center Cahul, in this document and based on the contract signed between the parties (the selected expert and ECC Cahul).
