TITLE: National Communication Campaign on Energy Efficiency for Rural Moldova
PROJECT: MĂ IMPLIC (Phase 2) – Water & Energy Efficiency Component
CONTRACTING AUTHORITY: Skat Consulting (on behalf of the Swiss Agency for Development and Cooperation – SDC)
IMPLEMENTATION PERIOD: Approx. 7 months (September 2025 to March 2026)
INDICATIVE BUDGET: 40.000-60.000 EUR (excluding VAT)
- OBJECTIVE
To implement a national communication campaign focused on rural households in Moldova to promote the adoption of energy-efficient behaviours and practices. The campaign will adapt and disseminate existing knowledge products from the previous EnEff project phase and lessons learned, and develop a limited number of new products (particularly videos), using targeted, seasonal messaging.
- BACKGROUND
The objective of the “Water & Energy Efficiency” component of the MĂ IMPLIC Project is to support rural communities in the Republic of Moldova by improving access to water and increasing energy efficiency in public buildings and rural households.
The current phase focuses on the national-level dissemination of knowledge products to rural populations, building on materials developed in the previous phase, with the aim of raising awareness and promoting behavioural changes related to household energy efficiency.
This ToR aligns with the official project description and reflects the campaign’s role as the main information dissemination activity, requiring close coordination with CNED, the Ministry of Energy, and other local institutions.
- SCOPE OF WORK
Selection of a specialized communication company to deliver the following services:
- Design and implement a 3-month communication campaign (Nov 2025 – Jan 2026);
- Re-use and lightly adapt existing Energy Efficiency materials (flyers, posters, booklets, videos);
- Produce 3 new long-form videos (4–5 minutes each), and create 6 short-cut clips (reels) from these videos;
- Ensure technical accuracy of all content (through in-house or subcontracted experts);
- Utilize Facebook, YouTube, and Google ;
- Manage logistics, content production, ad placements, and partner coordination.

b) Any requests for clarification shall be sent to the same e-mail address by 24 August, 2025.
c) Bids shall be valid at least 60 calendar days since set submission deadline date.
d) Deadline to submit the bid is: 04 September 2025.

f) SKAT would like to point out that: this Procurement is organized in line with SKAT Moldova Procurement Manual. A right to appeal against the award decision will not be granted to the bidders.
