Project Management Specialist

HR-Consulting Srl on behalf of its client – U.S. DEPARTMENT OF THE TREASURY OFFICE OF TECHNICAL ASSISTANCE, is looking for a highly professional candidate to fulfill the position of:
Project Management Specialist
Location: Chisinau, Moldova
Position Summary:
The position will support the implementation of OTA programming and play a critical role in supporting BFA in managing and coordinating implementation, reporting, and monitoring of a technical assistance project. Reporting to the Senior Advisor, the position will ensure that projects align with established work plans and logical frameworks (Log Frame).
Responsibilities:
1. Project Coordination and Communication
- Facilitate and coordinate project activities from design to close-out, including regular meetings and communication with stakeholder counterparts and Advisors.
- Serve as a liaison between project administrative teams, technical teams, and stakeholder counterparts, ensuring effective collaboration and communication.
- Represent Advisors in meetings with counterparts, evaluate situations, and determine proper action with prompt communication to leadership as needed.
- Provide interpretation and translation services to support clear communication with international counterparts.
2. Project Implementation and Support
- Support the development and review of internal reports and deliverables, including Trip Reports, Counterpart Memos, and technical project documents.
- Assist in monitoring project work plans, schedules, and timelines, ensuring alignment with project goals and facilitating adherence to timelines.
- Coordinate logistical aspects of project meetings and trainings, including scheduling, preparing agendas, documenting minutes, and compiling participant feedback.
3. Stakeholder and Counterpart Engagement
- Develop and maintain active, professional contacts with mid- and senior-level representatives of counterpart organizations.
- Work closely with international counterparts and government institutions to support the effective implementation of project.
- Serve as a contact for project-related inquiries and information sharing.
- Ensure effective collaboration and communication between Senior Advisor, Advisors and counterparts, delivering linguistic and interpretive support when necessary for seamless communication.
4. Documentation and Reporting
- Maintain comprehensive project documentation, such as meeting minutes, progress reports, schedules, and dashboards.
- Review and edit documents produced by team members and counterparts to ensure accuracy.
- Support the collection and synthesis of project monitoring information for decision-making and status updates.
- Collaborate with Advisors to develop analytical tools, dashboards, and other resources to support project reporting and monitoring.
5. Training
- Coordinate and assist in facilitation of project training sessions, confirm attendance, and compile and summarize participant evaluations.
- Contribute to the development of training materials.
6. Research and Analysis
- Conduct research and analysis when needed to contribute to project deliverables.
- Assist with the development and management of tools for tracking approved Log Frames, indicators, and work plans.
7. Additional Responsibilities
- Identify potential project issues and risks and work with the Senior Advisor and/or Advisors to develop mitigation strategies.
- Perform other project-related duties as necessary to ensure successful project outcomes and adaptability to evolving project needs.
Requirements:
- Education: Bachelor’s degree in Global Studies, International Relations, Business Administration, Economics, or a related field.
- Experience:
- Minimum of five years in project management, budget and financial accountability, data analysis, or similar roles; experience in international project coordination is preferred.
- Relevant experience in managing cross-cultural, bilingual (Romanian-English) communication and stakeholder engagement.
- Prior experience with U.S. government agencies, NGOs, or international organizations in budgeting, project coordination, or financial reporting is advantageous.
- Foreign Language Proficiency:
- Professional fluency in both English and Romanian, with the ability to provide translation and interpretation services as needed for complex technical and financial documents.
- Other Key Competencies:
- Strong organizational, analytical, and communication skills, with the proven ability to collaborate in a multicultural environment.
- Ability to work independently with the initiative to manage tasks autonomously and make informed decisions when necessary.
- Capacity to engage effectively with mid- and senior-level stakeholders in government and private sectors, ensuring clear communication and alignment on project objectives.
- Strong adaptability to evolving project needs, with a proactive approach to identifying potential issues and risks, implementing mitigation strategies.
- Strong work ethic and ability to keep information confidential
- Work Schedule and Location:
- Full-time, Monday through Friday
- Remote work with periodic requirement to work on-site with Advisors.
