The German Development Cooperation through GIZ is seeking to contract an entity or a consortium of entities to provide services of designing and organizing the Autumn school on institutional capacity-building "From Screening to Negotiation: Building Republic of Moldova’s Capacity for EU Accession", within the Policy Advisory Fund Project (PAF). The services within the assignment will be provided in the period between September– October 2025.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The tender is open to entities resident in the Republic of Moldova, registered and operating in accordance with the legislation of the Republic of Moldova.

The selected service provider must demonstrate the capacity to design, coordinate, and implement a professional-level autumn school targeting public officials and high-level stakeholders. The provider should meet the following criteria:

• Relevant Experience: At least five years of demonstrated experience in organizing high-level events such as international workshops, professional training programs, or study visits, ideally in the fields of justice, rule of law, EU integration, public administration, or institutional development.
• Subject Matter Familiarity: Proven knowledge of the EU accession process across various negotiation chapters, or experience working with public institutions on EU integration, policy alignment, or reform-related themes.
• Network of Experts: Ability to engage and coordinate with relevant experts, practitioners, and trainers from EU member states and Western Balkans, particularly with hands-on experience in EU negotiations or monitoring processes.
• Logistical Capacity: Demonstrated ability to handle all logistical aspects of professional events, including venue selection and setup, participant registration, simultaneous interpretation, travel and accommodation coordination, catering, and technical support.
• Communication: Capacity to manage communications, visibility, and media engagement before, during, and after the event, ensuring alignment with EU and national visibility guidelines.
• The service provider must propose a core implementation team of three key experts whose roles and qualifications must be clearly outlined in the application.

The successful application shall include:

1. Technical Proposal, containing (in a separate document):

• A concept describing the bidder’s understanding of the assignment and outline a clear methodology for organizing the 3-day autumn school. It must include an implementation plan, speaker engagement strategy, risk management approach and relevant institutional experience.
• Brief outline of team composition and CVs of proposed staff to be involved in the project’s activities according to described requirements;
• Copy of the offeror’s registration certificate in the Republic of Moldova;
• Copy of the latest financial report.

2. Financial Proposal, containing (in a separate document):

• Financial offer shall include a breakdown of amounts for the deliverables required under point 3 of the ToR, as well as the total budget expressed in MDL, VAT 0.

All personal data is for the internal use of GIZ; confidentiality is guaranteed.

Bid’s evaluation will be performed based on the ratio 70% for the technical proposal and 30% for the financial proposal.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9^th floor – indicating the tender number 83495257, not later than 02 September 2025, 15:00 Chisinau local time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
