The German Development Cooperation through GIZ seeks a company to develop a process framework for crisis communication and response to disinformation. This involved analysing vulnerable groups, channel that reach them and ultimately to produce target group-oriented communication outputs to mitigate the effect of disinformation and influence campaign in the period between August 2025 and January 2026.

The selected company will conduct all the activities per the provisions of the Terms of Reference (ToR).

The company’s team members should meet the following criteria and qualifications:

• Advanced degree in journalism, media studies, communication, social sciences or a related field.
• C1​-level language proficiency: Romanian and English, and Russian
• Minimum of 7 years of professional experience in communication.
• 3 years in strategic communication and development/execution political communication campaigns.
• 2 years of management/leadership experience as project team leader or manager in a company.
• 2 years of experience in development cooperation projects to ensure the successful planning, execution, and monitoring of the campaign.
• Understanding of disinformation tactics and best practices in countering them. Proficiency in monitoring and evaluating the impact of the activity measures and make necessary improvements, and provide accurate reporting

The service provider shall demonstrate human and technical resources for successfully delivering the assignment (at least three persons):

• Bachelor's degree in graphic design, multimedia studies, film or video production, communication, journalism, media studies, social sciences, or other related fields.
• B2-Level language proficiency in English, Romanian, Russian
• At least one expert with 3 years of experience in video editing, visual software, branding, designing campaigns, communication, PR, digital media and other related files
• At least one expert with 3 years experience in writing creative and engaging scripts for a variety of video content and format.
• At least one expert with 3 years experience in analysing target groups and designing tailored messages and narratives

The successful application shall include:

1. Technical Proposal, containing (in a separate envelope ):

• Brief outline of team composition and up to 4 CVs of proposed team leader and experts according to described requirements, that will be involved in the project;
• Brief information on previous performance, describing recent contracts of similar scope;
• Campaign concept, including a brief statement of understanding the assignment’s expectations, methodology, confirmation of resources for the fulfillment of the assignment, (up to 4 pages);
• Provide a list of references for similar work performed in the past five years;
• Copy of the company registration certificate in the Republic of Moldova;
• No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.

2. Financial Proposal, containing (in a separate envelope):

• Financial offer shall include a breakdown of gross amounts for the deliverables required in the ToR and the total gross budget expressed in MDL, VAT 0%.

All personal data are for the internal use of GIZ; confidentiality is guaranteed.

Bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline and incomplete applications will not be considered. Financial offers containing other currencies than Moldovan Lei will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
