The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Moldova is seeking under the Energy Efficiency and Renewable Energies in Moldova (E4M) project an independent consultant to support E4M (GIZ and the National Center of Sustainable Energy - CNED), the Ministry of Energy (MoE) and the Ministry of Infrastructure and Regional Development (MoIRD) in implementing the approved Energy Performance of Buildings Directive (EPBD). The independent consultant will provide technical assistance for the finalization of key secondary legislation, ensure the proofreading of two normative documents (NCMs) and provide capacity building training for a selected pool of technical specialists in energy efficiency. The services within the assignment will be provided in the period between August - November 2025.

The selected candidate will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

Tasks to be performed by the independent consultant: 

• Support the MoE and the MoIRD by ensuring technical verification of Russian translated version of the NCM M 01.01:2025 “Energy performance of buildings. Minimal energy performance requirements” and of the NCM M 01.02:2025 “Energy performance of buildings. Methodology for calculation of energy performance of buildings”;
• Provide technical support to MoE, MoIRD and to CNED in finalising the draft secondary legislation that regulates the inspection of heating systems and the inspection of ventilation and air conditioning systems;
• Deliver a two-day training to capacitate a selected pool of technical specialists in using and managing the Energy Performance Certificates (EPC) Excel tool.

The independent consultant should meet the following criteria and qualifications/skills:

• Education/training (2.2.1): University Degree in heating supply, ventilation & air conditioning engineering/or microclimate in buildings/or similar;
• General professional experience (2.2.3): 10 years of experience in energy efficiency sector of Moldova;
• Development Cooperation experience (2.2.7): International experience in the sector will be considered as an asset;
• Specific professional experience (2.2.4):
  • Proven track record experience with EPBD transposition and/or implementation;
  • Experience in the development of the policy and regulatory framework related to energy performance of buildings; incl. EPC;
  • Experience in approval procedures related to policy and regulatory documents in the Republic of Moldova;
  • In-depth knowledge of the methodology for calculation of energy performance of buildings in-line with amendments SM EN ISO 52000-1:2018 to be used in energy performance of buildings certification;
• Language (2.2.2): C2 - level language proficiency in Romanian; C1 - level language proficiency in Russian; C1 - level language proficiency in English;
• Other (2.2.8): Proven skills of leadership, analytical thinking, and good communication.

 The successful application shall include:

       1.     Detailed CV as described in the TOR (will not exceed four pages).

2. Cover letter as described in the TOR (will not exceed two pages).
3. Financial Proposal (in a separate document) containing the gross daily rate in MDL (and respective total amount per 64 workdays of assignment) and the total budget in MDL.
