The Moldova Energy Security Activity (MESA), funded by United States Agency for International Development (USAID) and implemented by Tetra Tech ES, Inc. is working to strengthen Moldova’s energy security by: (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies (4) deploying technology solutions and equipment to increase resilience of Moldova’s power system and (5) deploy critical flexibility assets for frequency control reserves (FCR) and automatic frequency restoration reserves (aFRR) that will increase the reliability and stability of Moldova’s transmission system.

MESA supports the Moldovan electricity transmission system operator (TSO), Moldelectrica, to implement measures to advance its membership to the European Network for Transmission System Operators – Electricity (ENTSO-E).

The purpose of this RFP is to select a Contractor to supply high voltage current and voltage transformers (instrument transformers) 35 – 400 kV and auxiliary equipment.

The high voltage (HV) instrument transformers shall be single-phase, oil filled type, designed according to IEC 61869, including all the latest versions of all amendments (in specific IEC 61869-2 for current transformers, IEC 61869-3 for inductive voltage transformers and IEC 61869-5 for capacitive voltage transformers). The transformation ratio shall be labelled clearly and the secondary shall be easily accessible. For all instrument transformers, the Contractor shall provide calculations, that demonstrate that the offered protection system and equipment work together under the actual short circuit condition.

The CT and VT circuit terminals shall offer facilities for insulations-sliding links / testing, earthing, shorting per phase, complete facilities for forming of star points and maintenance. For each set of CT and VT the bidder will propose electronic meters with communication modules.
