Tender no. 83471671 for the contracting of a company to provide Comprehensive selected agricultural Value Chains (VCs) analysis (stone fruits and nuts)



The German Development Cooperation through GIZ is seeking a Company to provide Comprehensive selected Value Chains (VCs) analysis of fruits and nuts. The services within the assignment will be provided in the period between September 2024 – February 2025.

The selected Company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The bidding company is expected to meet the following requirements: 

  • Legal entity registered in the Republic of Moldova;
  • At least three years of proven experience at national and/or regional level in consulting, advisory services and research;
  • The service provider should be able to demonstrate its capacity to ensure delivery of the expertise required by the team of experts consisting of at least 4 experts meeting the following requirements:
  1. Team leader / backstopper:
  • Bachelor and/or Master’s or Ph.D. degree in economics or other relevant fields;
  • Fluency in Romanian and English is required;
  • More than 5 years of experience in consultancy, policy-making, project management;
  • Good knowledge of stakeholders in policy-making, businesses, experience in consulting the Government on development of regulations; experience in working in the regions of the country, especially on topic of agricultural development;
  • High level of responsibility and ability to fulfill complex tasks under time and conditions pressure; Capacity to efficiently communicate with various stakeholders – private companies, Government officials, etc.
  1. Expert in agriculture:
  • Bachelor and/or Master’s or Ph.D. degree in economics, agriculture or other relevant fields;
  • Fluency in Romanian and English is required;
  • More than 15 years of experience in economic analysis and consultancy with focus on agricultural economic development;
  • Good knowledge of agricultural regulations and practices, agricultural value chains in the country, experience in consulting the Government on development of regulations; experience in working in the regions of the country, especially on topic of agricultural development;
  • High level of responsibility and ability to fulfill complex tasks under time and conditions pressure; Capacity to efficiently communicate with various stakeholders – private companies, Government officials, etc.
  1. Expert in communication and outreach
  • Bachelor and/or Master’s or Ph.D. degree in journalist/communication or other relevant fields;
  • Fluency in Romanian and English is required;
  • More than 10 years of experience in development of communication and outreach strategies, creation of PR campaigns etc.;
  • Experience in consulting local and national advocacy groups; experience in working in the regions of the country, especially on topic of business development;
  • High level of responsibility and ability to fulfill complex tasks under time and conditions pressure; Capacity to efficiently communicate with various stakeholders – private companies, Government officials, etc.
  1. Expert in business development
  • Bachelor and/or Master’s or Ph.D. degree in economics or other relevant fields;
  • Fluency in Romanian and English is required;
  • More than 10 years of experience in economic analysis and consultancy, business development;
  • Good knowledge of business regulations and practices, experience in consulting the Government on development of regulations; experience in working in the regions of the country, especially on topic of agricultural and rural development;
  • High level of responsibility and ability to fulfill complex tasks under time and conditions pressure; Capacity to efficiently communicate with various stakeholders – private companies, Government officials, etc.

Interested companies are requested to provide the following documents and information: 

  • A technical offer outlining (in a separate sealed envelope): 

The Technical offer should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables.

Technical offer based on the Terms of reference must contain the following chapters: 

  • Company profile and portfolio, list of previously implemented relevant projects (max 5 pages);
  • Brief approach on achieving requested results for the tasks and deliverables (max 3 pages);
  • detailed CVs – underlining relevant professional experience of the team members.
  • Financial offer based on the Terms of reference must include (all in a separate sealed envelope):
  • Assignment of personnel, in total for up to 150 expert days;
  • Travel expenses in country of assignment;

Bidders shall prepare the detailed budget expressed in Moldovan Lei, VAT 0%. Only costs listed in this proposal can be reimbursed. 

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83471671, not later than 05 September 2024; 15:00 local Chisinau time.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
