Tender no. 83468337 For the contracting of the service provider for the provision of services for the modernization of the Pre-appointment/booking module of the Applicant Flow Management System Electronic Queue and its integration with government platform

The German Development Cooperation through GIZ is announcing a tender for the contracting of the service provider (company) to support GIZ projects with the providing support to the PSA (Public Services Agency) in the process of implementation and modernization of the “Pre-appointment/booking” module of the Applicant Flow Management System “Electronic Queue” and its integration with government platforms at the level of data exchange and statuses assigned during the processing of the applicant's request at different stages, as well as scheduling office visits through the pre-registration to benefit from specific services.

The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

For the Terms of Reference (ToR) and eventual questions, please address a message to the e-mail: tenders-giz-moldova@giz.de, indicating the tender number in the message title, not later than July 08, 2024, 15:00 Chisinau local time.

Interested bidders are required to submit the following set of documents:

  1. Technical offer (all according to ToR), that should describe in details how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables.
  • Company / organization profile
  • Brief strategy for delivering the service according to the ToR
  • Processes (presentation and explanation of the implementation plan, work activities, milestones, schedule; integration of partner contribution etc.)
  • Management of the project (approach and procedure for project coordination)
  • Description of relevant implemented projects (at least 3) in the last 3 years
  • Curriculum Vitae of the staff involved in the assignment
  • Certificates and authorizations confirming the permission to carry out the requested activities, including certified distributor Qmatic solutions
  • Specific experience in providing similar services for the development of the . Statement regarding the list of the main deliveries/services performed in the provision of similar services in the last 3 years of activity. The provision of services is confirmed by the presentation of certificates/documents (tax invoices) issued or countersigned by the service beneficiaries.
  • Available qualified personnel - (minimum 1(one) specialist located on the territory of the Republic of Moldova), certified by the manufacturer in the field of Qmatic software maintenance.
  • Other relevant documents
  • Contact information for the bidder and responsible person;
  • Copy of company registration certificate (registration in the Republic of Moldova), as well other related licenses and permissions;
  • No-debt certificate from the Moldovan State Inspection or copy of the latest financial report;
  1. Financial Offer (signed and stamped, in a separate document) calculated in MDL at 0% VAT, it shall include:
  • Assignment of the personnel
  • Other expenses requested in the ToR, grouped by categories
  • Total financial costs related to each, per task/deliverable within ToR

 All documents shall be submitted in a sealed envelope, showing the tender name and number (83468337) on it.

 Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender
