CNFA is a non-profit international development organization based in Washington D.C. which currently implements the USAID-funded Farmer-to-Farmer project in Moldova. As part of project activities, F2F is looking for an expert or a team of experts (company) who have the capability and experience to develop financial policies and procedures for three program beneficiaries (MOVCA, Katalyst Kitchens, Agrobiznes.md).

CNFA requires the services of an expert or local company to develop financial policies and procedures for three organizations working within the organic agriculture value chain of Moldova. The scope of work derives from organizational capacity assessments conducted recently of three organizations, with activities recommended for each organization’s growth, taking into account other assistance offered by F2F. The selected consultant or team is expected to work independently, with periodic meetings with other consultants working on related areas (if relevant), as well as the F2F Moldova team.

Offers must be received no later than July 20, 2021, 5.30 pm Moldova time. Offers must be submitted by emailing the offer to Nadejda Mocanu, recruitment@cnfamoldova.org.

Anticipated period of performance: August 1 - December 20, 2021

The award will be made to a responsible offeror whose offer follows the RFP instructions, meets the eligibility requirements, and meets or exceeds the minimum required technical specifications, and is determined via a trade-off analysis to be the best value based on application of the below evaluation criteria. Best value determination will consider both technical and financial proposals, i.e., the best approach and anticipated results in combination with a reasonable cost. Proposed costs must reflect and clearly match the degree of sophistication of the technical approach.
