GIZ is looking for a Junior Advisor on Operations and Local Coordination in its project “Energy Efficiency and Renewable Energies for Moldova (E4M)”. The project is implemented by GIZ together with the Government of the Republic of Moldova, financed by the German Government, and co-financed by the European Union, Norway, and Denmark.

This position is planned to start in January 2026 and last for a 12-month period with the possibility to be extended, based on a successful employment period and project extension. The permanent workplace for this position is in Chisinau.

The overall responsibilities covered by the position are as follows:

  • Support to the Management in planning exercises: provide information in form of overviews, maps and statistics to the project’s managers assisting them in planning and steering local interventions, assessing project progress, and preparing appropriate administrative-financial operations.
  • Coordinate of interventions on local and/or regional level: keep track and actively coordinate regional (Rayon) and local interventions of E4M, monitor other initiatives in the same regions / cities and support proper knowledge exchange and cooperation.
  • Ensure project-internal logistics for operation: support the planning and organization of field visits and events in the regions / cities, as well as trips to other countries, by ensuring appropriate preparations and logistics, briefing of national and local stakeholders and partners, briefing of the travelling E4M staff, and data collection during the visit / event for communication and monitoring purposes.
  • Ensure secretariat for general correspondence: receive, evaluate and forward incoming correspondence like funding demands, event invitations, etc.
  • Pre-processing and processing of administrative and financial procedures: launch Purchase Requisitions (BANF) under S4GIZ (SAP), ensure full functionality of the E4M offices and equipment, support the project's Finance Manager in preparing the procurement of services, verifying invoices and deliverables, planning and projection of funds, and other administrative-financial tasks.
  • Knowledge and record management: support the Energy Advisors, M&E Specialist and Communication Specialists in knowledge management and knowledge sharing via GIZ-internal platforms (e.g. SENECA Green), in Microsoft Teams, the GIZ Energy and Mobility CoP, GIZ IDA, etc.; ensure data management and archiving of E4M project documents in Microsoft Teams, GIZ Sharepoint, and GIZ's data management systems (DMS).

Required qualifications:

  • Master Degree in Law, Economics, IT, Public Administration or Business Administration, or Bachelor Degree completed by acknowledged academic training and/or continuing education in these fields;
  • at least 5 years of professional experience in a position related to administration and finance in development cooperation, event organization, portfolio management, monitoring and evaluation or knowledge management;
  • solid knowledge of the Moldovan energy sector and the current project landscape;
  • very good knowledge of ICT (Microsoft Office, cloud solutions, databases, etc.) and experience in the application of artificial intelligence in the work context; knowledge in using GIS (Geographical Information Systems) would be an asset;
  • ability to organize, to work independently and to meet deadlines;
  • very good written and oral knowledge of Romanian, Russian and English; knowledge of German would be an asset;
  • excellent communication and organizational skills;
  • excellent planner and implementer, capable of withstanding pressure and meeting tight deadlines;
  • knowledge and practical experience in optimizing workflows and processes in companies and/or public institutions;
  • customer and service-oriented attitude;
  • willingness to learn and to further widen and deepen his/her individual skills and competencies;
  • willingness to travel (locally and abroad) occasionally;
  • driving license, cat. B would be desirable;
