DESCRIPTION: Call for Expression of Interest (EOI) from Vendors

Activity Title: “Join a pre-vetted pool of vendors for the Grant Program on Energy Efficiency Modernization of Moldova’s Small and Medium Enterprises”

The Moldova Energy Security Activity (MESA) funded by United States Agency for International Development (USAID) and implemented by Tetra Tech ES, Inc. is working to strengthen Moldova’s energy security by: (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies.  

The “Grant Program for EE modernization of SMEs,” aims to assist the uptake of a non-developed market for EE in SMEs. Through this program, “in kind” grants will be given to SMEs for the implementation of tailored EE investments, which at present are not viable without this support. A primary goal of the initiative is to reduce the energy demand of SME’s, demonstrate the success of EE investments, encouraging a wider upscale, ultimately increasing efficiency and technological innovation within the Moldovan SMEs.

The Program is expected to lead to the following outcomes:  

• Financing of EE investments to at least 20 SMEs.
• Support to investments totaling at least 1 million USD.  
• Primary energy savings of approximately 2000 MWh/y. 
• CO2 savings of at least 250 ton/y.

With this document, MESA invites eligible vendors to respond to the Expression of Interest (EOI) to participate in the pool of pre-qualified vendors to implement energy efficiency projects in SMEs through the SME Grant Program. Vendors include companies registered in Moldova, offering services in design, engineering, installation, selling equipment, of EE projects.
