ACTED is delighted to announce the capacity-building initiative designed to broaden resilience and response capacity beyond state institutions. As part of this intervention, ACTED will select up to 50 national Civil Society Organizations (CSOs) to participate in a targeted and Disaster Risk Reduction (DRR)-sensitive program.Our primary goal is to enhance your organization's ability to effectively respond to crises and challenges, and we are committed to providing comprehensive support throughout this initiative.
BACKGROUND
ACTED is an international NGO committed to immediate humanitarian relief to support those in urgent need and promote inclusive and sustainable growth. For the past 30 years, Acted has been going the last mile to save lives. ACTED has extensive regional and global experience in implementing projects focused on DRR and civil society strengthening (notably in Ukraine), positioning itself as a key development actor in the Commonwealth of Independent States (CIS) region.
ACTED has been operating in Moldova since February 2022, in response to the Ukrainian crisis. Since its establishment in Moldova, ACTED has grown considerably: it now implements several projects with a funding portfolio of over $15 million. ACTED employs over 100 staff in two offices (Chisinau and Edinet). Globally, ACTED has gained extensive experience in implementing DRR projects, which have reached a total of 538,600 beneficiaries in 2021. Falling under the Collaborative and Resilient Ecosystems programmatic pillar, ACTED's approach to DRR is twofold, focusing on both ecosystems based DRR/natural resource management and local capacity building for disaster response and risk management.
Purpose of the Call for Interest
As part of its intervention to respond to the needs in Moldova, ACTED is leading a DRR project “Reducing vulnerability to disaster risks and building socio-economic resilience in Moldova” in consortium with IMPACT initiative and Bibliotheques sans Frontieres (BSF) that seeks to consolidate the foundations of a proposed transition from emergency to development programming in Moldova aimed at empowering institutions and communities to prepare and respond to future disasters.
SPECIFIC OBJECTIVE: To strengthen the preparedness of local actors in the Anenii Noi raion to respond more effectively to man-made and natural disasters and to share their experience with other regions.
The action aims to strengthen the preparedness of local actors, including authorities, Local public Authorities (LPA), CSOs, and rural communities, in their response to disasters through the development of a local and contextualized DRR strategy, while increasing socio-economic resilience to disasters in the Anenii Noi region. DRR activities involve preparation of contingency planning, establishment of coordination mechanisms, development of a local and contextualized DRR strategy, implementing measures such as early warning systems, community-based disaster preparedness training, and infrastructure reinforcement to minimize the impact of natural disasters like floods, earthquakes, and drought …etc.
As part of the intervention, ACTED aims to broaden resilience and response capacity beyond state institutions by providing support to 50 national Civil Society Organizations (CSOs) through a targeted, DRR-sensitive capacity-building initiative.
Capacity Building Support Process
- Grass Organizational Capacity Assessments (GOCAs): To kickstart the process, ACTED team will conduct GOCAs for your organization. The GOCA is one of Acted's flagship proprietary tools, developed and utilized globally for the benefit and strengthening of civil society organizations. The tool provides a comprehensive mapping of a participating CSO's organizational strengths and areas for improvement. .
- Tailored Training Modules: Based on the COCA results, ACTED team will design training modules that specifically address the capacity gaps identified in your organization. These modules will be tailored to meet your needs and enhance your overall capabilities. ACTED will provide five rounds of training sessions, each building upon the previous one. This training will cover aspects such as Governance and administration; Organizational management; Financial management; Project cycle management; External relations and resource mobilization with a key focus on introducing key DRR/CRM concepts and best practices for CSOs.
- Assessment and Comparison: Once the training is complete, your organization will be assessed again, and you will receive a comparison of your initial and final COCA scores. This assessment will demonstrate the progress made and the increased capacity your organization has gained.
- Operational and material support grants to CSOs:Upon completion of the capacity-building process, participating CSOs will be eligible to apply for scaling-up grants of up to EUR 20,000, from which Acted will select the top four applicants according to established selection criteria. These grants aim to enable the chosen CSOs to leverage the enhanced organizational capacity they have gained through the capacity-building initiative and to extend their reach to a larger number of beneficiaries or expand the scope of their services.
GOCA Selection Criteria:
ACTED will ensure a fair and inclusive selection process by applying the following selection criteria to represent CSOs engaged in various aspects of DRR.
- The CSO must be officially registered as a non-profit organization or community-based entity in Moldova.
- The CSO should operate on a non-profitmaking basis, demonstrating that its primary focus is on serving the community and advancing its mission rather than generating profits.
- The CSO must have been registered and established at least 6 months before the publication of this Call. This requirement ensures that the CSO has a level of operational experience and stability.
- The CSO should be actively engaged in one or more of the following fields:
- Human Rights and Advocacy: The CSO should demonstrate a commitment to promoting and protecting human rights, with a particular focus on inclusion and vulnerable groups, such as people with disabilities and youth.
- Social Protection and Inclusion: The CSO should be involved in initiatives that aim to improve social protection systems and promote inclusivity within the community.
- Ukrainian Refugees Crisis: The CSO should have direct or indirect involvement in responding to the Ukrainian refugee crisis, providing support and assistance to those affected.
- Climate Change: The CSO should be actively working on projects and initiatives related to climate change, including adaptation, mitigation, and raising awareness about environmental issues.
- Socio-economic Empowerment: The CSO should be dedicated to projects that empower individuals and communities economically, enabling them to improve their livelihoods and socio-economic conditions.
- Emergency Response: The CSO should have experience and expertise in emergency response, demonstrating the ability to efficiently address urgent and critical situations.
- Be directly responsible for the preparation and management of activities, without acting as an intermediary: The CSO should have a clear track record of directly preparing and managing activities, taking on a hands-on approach rather than acting solely as an intermediary.
- Experience in cooperation with local public authorities: The CSO should have a proven track record of successful cooperation and engagement with local public authorities in Moldova.
- Demonstrated evidence of managing funds: The CSO should have a proven track record of effectively managing funds.
- No history of illegal and unethical activities (corruption, fraud): This criterion is crucial to ensure that the selected CSO upholds high ethical standards and operates with integrity.
- No affiliation to any political party: The CSO should not have any direct affiliation to any political party or engage in activities that promote or support the interests of a specific political group.
Please note that meeting the above criteria will be essential for a CSO to be considered for selection. Additionally, during the evaluation process, the CSOs will be assessed based on their track record, the impact of previous projects, organizational capacity, and alignment with the goals and objectives of the project Îmbunătățirea Reducerii Riscului de Dezastre in raionul Anenii Noi, Moldova.
