Embassy of Finland - Open call for projects in media sector

The Fund for Local Cooperation (FLC) of the Embassy of Finland in Bucharest is an instrument for funding non-profit projects in the Republic of Moldova. The FLC is geared towards local civil society actors and independent media to carry out well-targeted projects with a clear goal and sustainable outcome. The call for project proposal is now open and will be closed on 27 February 2020 at 15:00 local time (GMT/UTC+2).

The FLC of the Embassy of Finland is an instrument of Finnish development cooperation. As a development policy instrument, the FLC supports the goals and principles of the Finnish development policy and priority areas. The latter are:

  1. Rights andstatus of women and girls
  2. The growth of developing countries' economies to generate more jobs, livelihoods and well-being
  3. Democratic and better functioning societies
  4. Food security, access to water and energy, as well as sustainable use of natural resources.

Projects funded from the FLC should be in line with these priority areas.

Additionally, the projects should be implemented with the human rights-based approach. This means that Human Rights are systematically integrated in the means and objectives of projects supported by the FLC.

The Embassy also values projects that are in line with the 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals​​​​​​​ of the UN.

Eligibility criteria for FLC partnership

This year the call for Project Proposals is looking for projects in the media sector contributing to the following priority areas of the Embassy’s FLC Programme:

  1. Support to the freedom of expression, media diversity and capacity building, including
  • promotion of transparency and access to information
  • enhancing critical thinking and media literacy (resisting disinformation)
  • promotion of investigative journalism
  • enhancing capacity building of independent media
  1. Support to environmental and climate education by media platforms, including
  • promotion of environmental and climate education in media outlets (online, TV or print media)
  • raising public awareness of the environmental and climate challenges and promotion of change of behavior and green way of thinking
  • enhancing capacity building of media and cooperation with environmental organisations

Award amounts will range from 20,000€ – 50,000€. Project duration is limited up to one year. The Embassy of Finland has total budget of 90 000 EUR for the projects selected in 2020. Maximum 2 – 4 projects will be selected following this call.

Eligible partners for the FLC include legally registered non-governmental organisations and media companies in the Republic of Moldova, whose project objectives and activities are in line with the Embassy’s thematic priority areas and who have relevant and solid experience in implementing similar projects.

Projects proposed should be sustainable, reach a large population (direct and indirect) and have potential for a broad impact and replicability.

Organisations/companies submitting a project proposal are requested to apply key elements of Finnish development policy and quality standards, namely the Results Based Management (RBM), Human Rights Based Approach to Development (HRBA) and Cross-Cutting Objectives (CCOs) in their project plans. They are an important part of the selection criteria for FLC applications.

The Embassy priorities the project proposals which are not fully financed by the donor; the organisation/company must show its capability to run day-by-day activities.

Projects are the main target of the FLC. The fund can be used for core funding only in special and well-argued cases. 

How to apply?

Deadline for submitting applications is Thursday 27th of February 2020 at 15:00 hrs (UTC +2). Late proposals will not be considered.

Relevant information regarding the proposed project should be provided by filling the Embassy`s application form. All applicants use the same application form in order to guarantee that all key facts are presented and to allow better comparability. Only complete, signed and dated applications will be considered. The project proposal and the annexes should be submitted in English.

Timeline

Assessment of the applications, the shortlisting and the selection process will take place in March and April 2020. The applications are evaluated based on the following assessment criterias:

Assessment criteria for the FLC applications

The Embassy will meet the shortlisted applicants. During the meeting, the project application is discussed in more detail and the financial and administrative capacities of the applicant are assessed. The shortlisted applicants are requested to provide additional information, including the certificate of registration as well as the latest annual accounts and activity reports of the organisation or media company.

Responses to all applicants, including both accepted and rejected, will be sent latest in May 2020. The list of accepted projects will be published on Embassy’s website. The earliest staring date for a project is estimated to be June 2020.
