Assignment Title: Senior Watershed Management Specialist, part time position

Moldova “Restoring Ecosystems for Marine Pollution Prevention” (REMAP) Project, financed by the Global Environment Facility (GEF) and supported by the World Bank, is implemented through the National Office for the Implementation of Environmental Projects (NOIEP) under the Ministry of Environment (MoE). REMAP is a flagship national initiative promoting Nature-based Solutions (NbS) to restore ecosystems and reduce land-based pollution in the Dniester River Basin. The project aligns with Moldova’s priorities under the EU approximation agenda, the Kunming–Montreal Global Biodiversity Framework, and the Paris Agreement, demonstrating that healthy, community-supported ecosystems underpin climate resilience and sustainable livelihoods.

REMAP is structured around three components: Institutional Capacity Development and Community Engagement, Landscape Restoration and Watershed Management, and Project Management, Monitoring, and Communication.

REMAP interventions under this assignment will be implemented on selected riverbed, wetland, and riparian areas within the Dniester River Basin, primarily on public and community-managed lands, outside the boundaries of legally designated protected natural areas. While private lands are not targeted for restoration investments, the Project actively encourages voluntary participation and collaboration of private landholders, women, and vulnerable groups in awareness, co-monitoring, and benefit-sharing initiatives. This ensures a balanced transition between institutional and community-based engagement, strengthening social ownership and reinforcing the long-term sustainability of wetland-ecosystem restoration efforts.

The Senior Watershed Management Specialist (SWMS) will operate in an advisory and supervisory capacity, supporting Component 2, specifically Subcomponent 2.2 (Riverbed and Wetland Protection). The SWMS will ensure technical quality, community participation, and full compliance with the REMAP Project Operational Manual (POM) and the World Bank Environmental and Social Standards (ESS). The role promotes NbS to restore riverbeds and wetland corridors, improving hydrological connectivity and nutrient retention, and supporting biodiversity recovery across degraded floodplain habitats of the Dniester River Basin.

The minimum qualifications and experience for this position are:

1. Education: Advanced university degree (Master’s or higher) in Hydrology, Water Resource Management, or a related field. Post-graduate specialization or professional training in wetland ecology, aquatic habitat restoration, or watershed management is highly desirable.
2. Professional Experience: At least 10 years of relevant professional experience in watershed management, wetland, riparian, or aquatic ecosystem restoration, including field-based supervision and stakeholder coordination.
3. Knowledge and Skills:

-      Strong expertise in wetland, riparian restoration, and watershed management, with a focus on Nature-based Solutions (NbS).

-      Proficiency in hydrological and ecological monitoring techniques, including the use of GIS and remote-sensing tools.

-      Good understanding of World Bank’s Environmental and Social Framework (ESF/ESS), national environmental legislation, and EU approximation processes relevant to biodiversity and water management.

-      Excellent analytical, drafting, and reporting skills, with the ability to synthesize technical information into actionable insights.

-      Strong interpersonal and communication skills, including the ability to work effectively with government institutions, local authorities, and community stakeholders.

4. Language Proficiency: Fluency in Romanian is mandatory; working knowledge of English for technical reporting and communication is an asset.
5. Personal Competencies:Commitment to integrity, transparency, and inclusive decision-making; ability to operate independently while contributing to a multidisciplinary team; strong results orientation and proactive problem-solving approach.
