GIZ is looking for an experienced Head of Communication Service Unit to lead and coordinate a multidisciplinary communication team supporting GIZ projects and the organisation as a whole in the Republic of Moldova.

The Communication Service Unit brings together expertise in strategic communication, editorial content, EU/KOFI visibility, social media, graphic design, video production, media relations and events. The Head of the Communication Service Unit provides strategic direction, coordinates the allocation of communication resources across projects and ensures consistent, high-quality communication aligned with GIZ's institutional objectives and communication standards.

The position acts as a key interface between the Communication Service Unit, the Country Office, project teams, SoKo Service Unit (Administration and Finance), the German Embassy and relevant external partners.

This full-time position is expected to start in the beginning of January 2027. The permanent workplace for this position is Chisinau.

The main activities and responsibilities covered by this position are as follows:

• Leading the Communication Service Unit and developing its strategic direction, priorities and working processes.
• Providing strategic communication advice to project managers, senior management and colleagues across GIZ Moldova.
• Advising projects on communication positioning, key messages, audiences, media opportunities and communication risks.
• Ensuring that communication activities across the portfolio contribute to a coherent GIZ Moldova profile and clearly communicate results and impact.
• Identifying opportunities for cross-project communication, joint campaigns, storytelling and visibility.
• Coordinating the allocation of communication resources across projects according to priorities, deadlines and available capacities.
• Planning workloads and coordinating the team to ensure efficient delivery and balanced use of expertise.
• Leading team planning, quality assurance, performance discussions and professional development.
• Establishing clear workflows for communication requests, prioritisation, review and delivery.
• Ensuring effective collaboration between the different specialist profiles within the Service Unit.
• Developing and maintaining professional relationships with the German Embassy, media representatives and relevant institutional and international partners.
• Coordinating strategic media engagement and advising colleagues on media opportunities, interviews and public appearances.
• Supporting senior management and project teams in preparing for politically sensitive communication and high-level engagements.
• Representing the Communication Service Unit in relevant internal and external coordination formats.
• Providing strategic advice in situations requiring rapid, coordinated or sensitive communication.
• Coordinating the preparation of key messages and communication responses in cooperation with relevant colleagues.
• Ensuring that communication risks and reputational considerations are appropriately addressed.
• Coordinating closely with the Country Office, project teams and SoKo on communication-related planning, procurement and implementation.
• Overseeing the quality and consistency of major communication products and campaigns.
• Coordinating external communication service providers where required, including agencies, designers, photographers, videographers, event companies and other experts.
• Ensuring compliance with GIZ communication standards and applicable commissioning-party visibility requirements.

Required qualifications

• Master's degree in communication, journalism, public relations, media studies or a related field, or equivalent professional experience.
• At least 7 years of professional experience in strategic communication, public relations, media relations or a related field, preferably in international development cooperation.
• Demonstrated experience leading or coordinating communication teams and managing multiple workstreams simultaneously.
• Strong experience in strategic communication and advising senior management, project managers and institutional partners.
• Proven experience in media relations and communication with government institutions, diplomatic missions, international organisations and development partners.
• Excellent understanding of the Moldovan media and institutional environment.
• Experience in communication planning, campaign development, storytelling and reputation management.
• Experience in crisis communication or communication in politically sensitive environments is a strong advantage.
• Strong organisational and resource-management skills and the ability to prioritise competing demands.
• Excellent interpersonal, advisory and leadership skills.
• High political sensitivity, discretion, tact and confidence when communicating with senior stakeholders.
• Excellent command of written and spoken English, Romanian and Russian; German is an asset.
• Excellent communication and presentation skills.
• Ability to work independently while fostering a collaborative, service-oriented team culture.
• Strong MS Office and digital communication skills.
• Willingness and ability to travel within Moldova when required.
• Moldovan citizenship or permanent residence status in the Republic of Moldova.
