Provision of Team Coordinator services under the Project Development and Management Team supporting Local Public Authorities (LPAs) in implementing Public Administration Reform

Solidarity Fund PL in Moldova, in partnership with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Austrian Development Agency (ADA), is preparing to implement the European Union-funded project “Strong Local Communities for Moldova”.
The project supports Local Public Authorities (LPAs) in implementing Public Administration Reform in the Republic of Moldova, including by strengthening the capacity of newly amalgamated local public authorities to identify, prioritise and prepare investment projects that respond to community needs, as well as to access relevant funding opportunities.
In this context, Solidarity Fund PL in Moldova intends to procure the services of 1 individual service provider for the role of Team Coordinator within the Project Development and Management (PDM) Team, which will comprise10 Regional Consultants and will operate in support of the selected LPA clusters.
The launch and implementation of this procurement procedure, as well as any subsequent contract award, are conditional upon the signing of the Contribution Agreement for the project. Solidarity Fund PL in Moldova reserves the right to postpone or cancel the procedure should the funding not be confirmed.
Contract Duration, level of engagement and place of performance
The service contract will initially be concluded for a period of up to 12 months, with an estimated level of engagement equivalent to 75% FTE. The contract may be extended depending on project needs, availability of funding and the Service Provider’s performance.
The services will be performed primarily at the premises of the State Chancellery, with travel within the Republic of Moldova as required.
Main tasks and responsibilities
The selected Service Provider will be primarily responsible for:
- coordinating, planning and supervising the work of the Project Development and Management Team, comprising 10 Regional Consultants;
- developing the team’s work plan and ensuring the effective allocation of tasks;
- developing and applying common methodologies, tools, templates and working formats;
- providing technical guidance to the Regional Consultants in identifying and prioritising the needs and investment priorities of newly amalgamated local public authorities and LPA clusters;
- coordinating the preparation and further development of project concepts, project proposals and supporting documentation for local investment initiatives;
- reviewing the quality, coherence and compliance of deliverables prepared by team members;
- monitoring the progress of activities, identifying risks and proposing appropriate corrective measures;
- coordinating and maintaining communication with the State Chancellery, Solidarity Fund PL in Moldova, local public authorities and other relevant stakeholders;
- organising and participating in working meetings, consultations and field visits;
- preparing monthly reports, monitoring tools and other documents as required;
- consolidating the team’s results and preparing the final assignment report.

Service Requirements
The services will be provided in close coordination with the State Chancellery and Solidarity Fund PL in Moldova and will require:
- an estimated level of engagement equivalent to approximately 75% FTE;
- availability to work at the premises of the State Chancellery and to travel to different regions of the Republic of Moldova, as required;
- compliance with the work plan, agreed deadlines and reporting requirements;
- application of a consistent approach to coordinating the Regional Consultants;
- quality assurance of deliverables and timely achievement of the expected results;
- use of the Service Provider’s own equipment required for the performance of the services, including a laptop, telephone and internet connection;
- compliance with confidentiality, data protection, integrity and conflict-of-interest requirements.
Required competencies and qualifications
This procurement procedure is open to individual applicants who meet at least the following requirements:
- at least one relevant Bachelor’s degree or Master’s degree in Public Administration, Economics, Regional Development, Law, Public Policy, Political Science, Business Administration, European Studies, Civil Engineering or another field relevant to local governance and/or infrastructure development;
- at least 7 years of relevant professional experience in public administration, local development, regional development, public policy or another relevant field;
- at least 3 years of experience in managing projects and leading project teams comprising at least 3 professionals;
- at least 2 years of experience working with and/or for central and/or local public authorities;
- experience in the preparation, implementation or management of at least 2 development projects, investment projects or donor-funded programmes;
- advanced knowledge of Romanian, both written and spoken;
- good working knowledge of English and Russian;
- advanced computer skills, including MS Office applications;
- strong coordination, planning, communication, analytical and problem-solving skills;
- ability to work with multiple stakeholders and manage several tasks and deadlines simultaneously.
