GIZ is looking for a Regional Advisor on Integrated Urban Development for its project “Strong Businesses and Communities for Moldova (SBC)”. The project is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the European Union and the Swiss Government.

This position is planned to start in July 2026 and last until 31 December 2027. The permanent workplace for this position is in Soroca.

As Regional Advisor, the staff member facilitates cooperation, dialogue, and coordination between the project, Soroca City Hall, local public authorities, and other relevant local and regional stakeholders. The role supports the implementation of project activities related to integrated local and urban development, effective stakeholder communication, and participatory, inclusive, and sustainable local development and governance processes.

The main activities and responsibilities covered by this position are as follows:

• Facilitate cooperation, dialogue, and coordination between the project, the Soroca City Hall, local public authorities, and other relevant local and regional stakeholders.
• Support the implementation of project activities related to integrated local and urban development, overview project implementation, provide technical and process guidance in urban infrastructure to the partners
• Coordinate and facilitate the work of national and local experts engaged in project-related activities in the field
• Monitor local developments relevant to the project objectives and provide regular updates and recommendations
• Contribute to the preparation of technical inputs, progress reports, briefing notes, and other project-related documentation.
• Promote participatory, inclusive, and sustainable approaches in local development and governance processes.
• Prepare reports and communication materials
• Organize events in cooperation with partners in the field

Required qualifications:

• Master of Science in engineering sciences, construction or architecture
• At least 5 years of professional experience in construction, design/planning or regional/urban development
• At least 5 years of experience in international cooperation projects as expert or employee
• Communicate effectively with and support team members to deliver quality and build strong relationships.
• Offers and responds to feedback in a constructive manner
• Proven very good written and verbal skills in Romanian, Russian and English.
• Fluency in the use of software applications, such as Excel, Word and PowerPoint, Microsoft 365.
• Ability to work under pressure to tight deadlines with excellent time management skills
• Moldovan citizenship or holding permanent resident status in Moldova
