Position Title: Senior Non-Key Experts to Support Actions under Growth Plan Pillar 6 Energy on energy efficiency staps
Description of the activities:
The Government of the Republic of Moldova has requested support to strengthen the country’s energy security, improve integration with EU energy markets, and accelerate reform of the energy sector in line with EU standards. Moldova’s Growth Plan and the Reform Agenda 2025-2027 as its integral part, comprise a distinct Pillar (Policy Area 6) dealing with energy. Several actions included in the Growth Plant with implementation deadlines in 2025, 2026 and 2027 require external support in order to be fulfilled.
The assignment concerns providing support by one senior expert for the implementation of the following Growth Plan actions:
Reform 6.4.16: Roll out of energy efficiency measures (December 2026). Roll out of energy efficiency requires:
- Conduct at least 200 energy audits across various residential building types, including apartment buildings, individual houses, and rural households.
- Develop at least 20 technical designs for energy efficiency interventions for multi-store residential buildings.
- Sign financing contracts with at least 20 homeowners’ associations for the renovation of multi-store buildings.
- Sign financing contracts for at least 300 individual houses, including those belonging to vulnerable households, to implement energy efficiency measures.
- REEF to support the renovation of at least 20 multi-apartment residential buildings.
- REEF to support the renovation of at least 200 individual houses, either in progress or completed,
Reform 6.4.17: Roll out of energy efficiency measures (December 2027). Roll out of energy efficiency requires:
- Develop at least 30 additional technical designs for energy efficiency interventions in multi-store residential buildings.
- Sign financing contracts with at least 30 additional homeowners’ associations for multi-store building renovations, compared to the 2026 baseline.
- REEF to support the renovation of at least 30 additional multi-apartment residential buildings.
- Renovation work on 10 public buildings either in progress or completed.
- REEF to support the renovation of at least 250 additional individual houses, either in progress or completed.
For all these activities preparation should be done in 2026.
Reform 6.4.18: The energy performance of building legal framework (related to energy performance certificates issuing) is in place (December 2027).

These steps are also part of a wider scope of activities related to the reduction of energy consumption in residential sector through promoting and implementing energy efficiency projects.
The expert is expected to coordinate closely with the SNKE on Energy embedded in the Ministry of Energy in order to support the National Center for Sustainable energy – CNED and the Ministry of Energy by providing technical assistance in the implementation of energy rehabilitation projects for apartment buildings and individual houses financed under the program "Fund for Energy Efficiency in the Residential Sector of the Republic of Moldova" with the aim of improving energy efficiency in the residential sector of the Republic of Moldova and fulfill the mentioned Growth Plan reforms, respecting EC’s service guidance note on double financing for Moldova mainly by:
- Providing support and technical expertise in developing specifications for contracting services for the development of construction projects/measures to improve the energy efficiency of buildings in the residential sector, beneficiaries of CNED projects.
- Preliminary examination and formulation of suggestions for improving the technical documentation related to construction and energy efficiency projects.
- Providing support and technical expertise in the process of developing specifications for contracting construction works/measures to improve the energy efficiency of buildings in the residential sector, beneficiaries of CNED projects.
- Providing technical solutions for unforeseen situations arising during project implementation.
- Identifying technical risks and proposing appropriate solutions.
- Providing technical support in collaboration with site managers and other specialists involved in projects to improve the energy efficiency of buildings in the residential sector, financed by CNED.
Qualifications and skills:
- University degree in Civil Engineering or another relevant field
- Proven expertise in construction works, energy efficiency projects
- Strong analytical, communication, and coordination skills
- Fluency in English
- Fluency in Romanian is considered an important asset
- Ability to work independently and interact effectively with high level stakeholders.
General professional experience:
- At least 5 years of relevant professional experience in the construction sector.
Specific professional experience:
- Experience in preparing, organizing and managing construction works in civil buildings
- Availability of technical and professional certification(s) for construction specialists (site manager or technical manager) or design/architect certification(s) in civil construction
- Familiarity with relevant EU energy legislation, regulatory frameworks, and financing instruments.
- Prior experience in Moldova is considered an advantage.
Place of work: Chișinău, Republic of Moldova, at the CNED premises and remote work as agreed with the CNED.
Duration of the Contract – 120 working days, indicatively until 31 December 2026.
The working languages will be Romanian and English.
