PROJECT TITLE: EU4 Moldova: Local Communities Phase 2
POSITION: Public Service Delivery Coordinator
STARTING DATE: Tentatively May/June 2026 (this vacancy is announced in anticipation of signing of the Multi Partner Contribution Agreement)
CONTRACT PERIOD: 12 Months with the possibility of extension (max. 36 months)
LOCATION: Chisinau, Republic of Moldova
The Austrian Development Agency (ADA) is recruiting Public Service Delivery Coordinator (full time, f/m) for the project EU4 Moldova Local Communities Phase 2.
1. Background and Introduction
The Austrian Development Agency (ADA) has been delegated by the European Union (EU), under the Lead of the German Gesellschaft für Internationale Zusammenarbeit (GIZ) and in partnership with Solidarity Fund Poland (SFPL) to implement a strategic project supporting Moldova’s key transformation processes, including EU accession, regionalization of services, territorial administrative reform, improved local service delivery, and preparedness for EU funds, by providing a framework for multi-level cooperation, capacity building, and practical support.
The project is entitled EU4 Moldova: Local Communities Phase 2 and will target legal, institutional, operational, and human capacity gaps to enable local public authorities (LPAs) to effectively implement local governance reforms, while also supporting Moldova’s progress in the EU accession negotiations.
The Overall Objective of the project is to contribute to stronger, more efficient, and citizen-responsive local self-governance in Moldova, supporting the country’s long-term progress toward EU accession.
The Specific Objective is to strengthen the capacities of national institutions and local public authorities to effectively implement territorial amalgamation and enhance preparedness for absorption of EU funding for efficient, demand-oriented service delivery to citizens.
Within the project, ADA will implement a volume of 4,3 Mio. EUR focusing on enhancing the capacities of national institutions and local public authorities to implement territorial amalgamation effectively and improve citizens’ living conditions through citizen-centered public service delivery.
The project will be implemented over a period of 36 months. To support the ADA Office for Technical Cooperation in Chisinau in ensuring the successful implementation of this project, ADA is recruiting an experienced Public Service Delivery Coordinator for a maximum of 36 months starting in tentatively May/June 2026. 2. Detailed Terms of Reference
Role Summary: Under the direct supervision of the Team Leader (TL) of the project management team, the Public Service Delivery Coordinator will be responsible for coordinating and implementing activities under the relevant project sub-components. The coordinator will provide technical and administrative support for the implementation of all project activities, particularly those related to decentralization, local governance/administrative modernization, water supply and sanitation, solid waste management service delivery and will proactively assist ADA in all implementation matters related to decentralization, local governance/administrative modernization, territorial reform and amalgamation processes.
The Public Service Delivery Coordinator will liaise closely with contractors, project partners, and other relevant stakeholders, and will facilitate effective coordination and communication between ADA, GIZ, SFPL, the EU, relevant local, central, and regional authorities, as well as other project stakeholders.
The position is based at the project management office in Chisinau and requires regular business travel within Moldova.
Specific Duties and Responsibilities
Project Implementation and Technical Support
• Propose and carry out necessary actions to achieve the expected results defined in the description of action, providing methodologies and approaches for specific tasks to ensure timely and high quality implementation of the project in line with EU and ADA regulations.
• Based on needs assessment findings, develop the detailed intervention logic and Annual Work Plans, including inputs to the Visibility and Communication Plan.
• Draft Terms of Reference and take a lead role in tendering and contracting services, supplies, and works related or complementary to technical assistance for the sub component.
• Ensure the quality of reports received from contractors and oversee the report acceptance procedure.
• Facilitate cooperation with the local stakeholders and the project team.
• Monitor, together with the project management team, budget implementation, revisions, allocation, and disbursement of funds to subcontractors for the sub component, while maintaining contact with contractors.
• Provide requested input and support to the procurement of works, supplies, and services (including external experts) in close cooperation with other internal stakeholders.
• Proactively facilitate all aspects of project implementation, ensuring adherence to deadlines and contributing positively to teamwork.
Public Service Delivery Engagement
• Establish and maintain effective working relationships with project partners, including the State Chancellery, Ministry of Infrastructure and Regional Development, and local public authorities.
• Provide high-level technical advice to national counterparts on decentralization, local governance/administrative modernization, water supply and sanitation, and solid waste management service delivery.
• Deliver hands-on technical assistance to partner institutions, including local and regional administrations, on roles and mandates, administrative procedures, service standards, change management, and institutional capacity building.
• Support the planning and implementation of project activities in selected partner districts and municipalities through sector analyses, technical assessments, strategic concepts, and operational implementation plans focused on equitable and efficient service delivery.
• Develop and apply practical tools and methodologies, such as guidelines, operational procedures, service models, and templates, to strengthen the management, coordination, and performance of services at local and regional levels.
• Assist in partnership management and stakeholder coordination by supporting the preparation and facilitation of working groups, consultations, peer exchanges, and multi-stakeholder forums.
Monitoring, Evaluation, and Knowledge Management
• Collect and systematize data on private sector participation, results, and impact indicators.
• Support monitoring and evaluation processes, including field visits and stakeholder consultations.
• Document best practices, lessons learned, and success stories related to public service delivery.
• Ensure proper archiving of documentation and evidence required for audits and reporting.
• Coordinate project evaluations and reviews (internal and external).
• Support the PMT in overall risk management, including risk identification, mitigation, and implementation of environmental, social, and gender safeguards.
Coordination and Representation
• Represent ADA in meetings as assigned by the TL.
• Coordinate responsibilities, task deadlines, and teamwork independently.
Reporting
• Provide timely input and comprehensive reporting in line with EU and ADA requirements (including reporting on logframe, SDG, and GAP III indicators).
• Contribute substantial input to the Annual Report, monitoring reports, and ad hoc reports, and respond to any special reporting requirements of the EU, ADA, relevant ministries, and stakeholders.
• Provide updates on decentralization, public service delivery, local governance reform and amalgamation for regular progress reports (monthly, quarterly, annual).
Visibility
• Support communication and visibility activities.
3. Requirements and Qualifications
Education and Professional Experience
• A university degree (minimum BS) in Public Administration, Political Sciences, Economics, Engineering Sciences, Environment Sciences or other related field; a postgraduate degree is an asset.
• Minimum 7 years in managing international development projects of similar scope and nature.
• Experience in the implementation of EU funded projects.
• Excellent report writing skills.
• Experience with results based management, monitoring, and reporting.
• Work experience in contract management and budget oversight.
• Proven skills in facilitating consultations, workshops, and delivering public presentations.
• Demonstrated competence in gender, diversity, and environmental considerations.
• Understanding of international development cooperation principles and quality standards.
• Ability to work in a multinational and multicultural environment and effectively coordinate a multidisciplinary team of experts and consultants.
• Flexibility to adjust working hours to workload requirements.
• Capacity to work under pressure and availability to travel within the country and abroad.
• Work experience with public tender procedures.
• Valid driving license and driving experience.
Language Skills
• Fluency in English, Romanian and Russian, oral and written, is required.
Computer Skills
• Good command of Microsoft Office suite (Word, Excel, PowerPoint, Outlook, SharePoint, Office 365, Project, Teams, and online document tools).
