GIZ - Advisor on Fiscal Governance and Policy

The German Development Cooperation (GIZ) is recruiting a Public Financial Management (PFM) Advisor on Fiscal Governance & Policy to join the “Attractive and efficient public administration for Moldova” project team. This project is financed by the German Government and the European Union.
This position is planned to start on 1 May 2026 and last until 31 December 2027 with the possibility of extension.
The Advisor will be responsible for providing technical advisory services under the Multi-Donor Action ‘Public Finance and Tax Administration Reform for EU Accession in Moldova’.
The position is based in Chișinău.
Key responsibilities include:
- Provide technical advisory services to Ministry of Finance (MoF) counterparts on fiscal governance and fiscal policy issues
- Lead technical implementation under the output on fiscal framework, covering fiscal rules, fiscal council, fiscal policy design, forecasting, impact assessments, debt sustainability analysis and the Economic Reform Programme
- Design capacity building measures for MoF staff and other institutions on fiscal policy analysis, macro-fiscal forecasting and debt sustainability methodologies
- Support the development and application of analytical tools and processes for integrated fiscal forecasting and policy impact assessment
- Contribute to the monitoring of reform progress under the output on fiscal framework and support evidence-based policy dialogue with MoF counterparts
- Management of consulting and support contracts to project partners as well as steering of external short-term experts
Required qualifications and experience:
- Master’s degree in economics, public finance, macroeconomics, fiscal policy, econometrics or a comparable qualification.
- At least 5 years of relevant professional experience in fiscal policy, macro-fiscal analysis, fiscal governance or public finance management.
- Demonstrated expertise in fiscal frameworks, including fiscal rules, medium-term fiscal frameworks and institutional fiscal oversight mechanisms (e.g. fiscal councils).
- Proven experience in macro-fiscal forecasting, revenue and expenditure projections, and policy impact assessments.
- Solid knowledge of debt sustainability analysis (DSA), fiscal risk assessment and public debt management concepts.
- Practical experience in developing or advising on fiscal policy design and implementation, preferably within the MoF or comparable public finance institution.
- Experience contributing to Economic Reform Programmes (ERP) or similar EU-related fiscal and macroeconomic coordination processes is a strong asset.
- Proven ability to design and apply analytical tools for integrated fiscal forecasting and policy analysis.
- Experience in capacity development and in delivering technical guidance on fiscal policy analysis and macro-fiscal methodologies.
- Experience in EU-funded or other international development cooperation programmes is an asset.
- Strong analytical and quantitative skills, including the ability to interpret complex macroeconomic data and translate findings into policy-relevant recommendations.
- Excellent command of Romanian and English (written and spoken); knowledge of Russian is an asset.
- Strong organisational and coordination skills, high level of integrity and results orientation; experience in managing consultancy contracts and steering external experts.
