Contract type: Fixed-term contract. The position will initially be hosted by IWPR, with transition to ICDC upon its formal registration as an independent organisation
Duration: Initial 5-month contract, extendable subject to founder and donor approval
Location: Chișinău, Republic of Moldova
Reports to: Project Manager
Working schedule: Full-time position. The final level of effort (LoE) is subject to negotiation based on the candidate profile and organisational needs

PROJECT BACKGROUND
The Independent Countering Disinformation Centre (ICDC) is a civil society platform aimed at supporting efforts to counter disinformation in the Republic of Moldova and strengthen resilience to foreign information manipulation and interference (FIMI). ICDC brings together civil society organisations, independent media and academic institutions from across the country to encourage collaboration and coordinated responses to disinformation and malign information influences affecting democratic processes and social cohesion in Moldova.
ICDC is currently undergoing a transition towards becoming a fully registered, independent non-governmental organisation in the Republic of Moldova. During this institutional development phase, IWPR continues to provide organisational hosting and operational support to facilitate the ICDC’s establishment, governance development and long-term sustainability.
ROLE PURPOSE
The Executive Director (Designate) / ICDC manager will lead the institutional establishment, registration and strategic development of ICDC as an independent organisation.
The role combines executive leadership, organisational development, governance coordination, fundraising and programme oversight. The Director will be responsible for transforming ICDC from a supported platform into a sustainable, legally registered, independent civil society organisation with strong governance, operational systems and diversified funding.
The Executive Director will ensure that ICDC’s activities align with its vision, mission, strategic goals and core values, while safeguarding its independence and credibility.
KEY RESPONSIBILITIES
1. Institutional establishment and registration
- Lead and coordinate the legal registration process of ICDC as a non-governmental organisation in Moldova
- Draft and finalise founding documents, statutes, internal regulations and governance frameworks
- Support the establishment of the Advisory Board and governance structures in line with best practices
- Lead the adaptation and institutionalisation of internal policies and procedures to ensure compliance, transparency and good governance.
- Ensure full compliance with national legislation and international standards
2. Strategic leadership and organisational development
- Lead the development and operationalisation of ICDC’s multi-year strategy
- Translate strategic goals into annual operational plans and measurable objectives
- Build and lead a core team as funding becomes available
- Establish effective internal systems and procedures to ensure transparency, accountability and efficiency
- Safeguard ICDC’s independence, political neutrality and institutional credibility
3. Fundraising and resource mobilisation
- Develop and implement a fundraising strategy to ensure long-term sustainability
- Identify and pursue funding opportunities
- Lead proposal development and oversee grant applications
- Build relationships with donors and funding partners
- Oversee grant management and ensure high-quality donor reporting
4. Programme oversight and impact
- Oversee the design and implementation of programmes related to countering FIMI, strategic communication, media literacy, research and advocacy
- Ensure activities contribute to strengthening democratic resilience and social cohesion
- Promote evidence-based approaches, including research and analysis
- Oversee monitoring, evaluation and learning systems to measure impact
5. Partnerships, advocacy and representation
- Represent ICDC in national and international forums/ thematic events
- Develop and maintain partnerships with civil society, independent media, academia, state institutions and international organisations
- Lead advocacy initiatives aimed at strengthening legal and institutional frameworks related to countering disinformation and FIMI
- Promote a coordinated, whole-of-society approach to democratic resilience
6. Governance and accountability
- Report regularly to the founder and Advisory Board (once established)
- Ensure transparent financial management and compliance with donor and legal requirements
- Promote a culture of integrity, inclusivity and professional excellence
PROFILE AND QUALIFICATIONS
Education
- Advanced degree (Master’s) in Political Science, International Relations, Law, Communications, Public Policy, Media Studies or related field
Professional Experience
- Minimum 7 years of relevant professional experience in civil society, governance, media, democracy or related sectors
- At least 5 years in senior leadership or executive management roles in civil society organisations in Moldova
- Proven experience in organisational development or institutional start-up processes is a strong asset
- Demonstrated experience in fundraising and donor relations
- Experience in advocacy, strategic communication and counter-disinformation initiatives is highly desirable
- Experience working with multiple stakeholders, including public institutions and international partners
Skills and competencies
- Visionary and strategic thinker with strong leadership abilities
- Excellent knowledge of counter-disinformation and counter-FIMI efforts in Moldova, as well as relevant stakeholders in this field
- Strong understanding of Moldova’s political, media and information environment
- Excellent communication and representation skills
- Strong financial and organisational management skills
- Ability to navigate complex political and institutional environments with diplomacy and integrity
- High level of personal integrity and commitment to democratic values
- Fluency in Romanian, Russian and English required
