VACANCY ANNOUNCEMENT
I. Position Information
Project Title: “Moldova: Enabling Activities for the Preparation of Combined Second Biennial Transparency Report and Sixth National Communication (BTR2/NC6) to the United Nations Framework Convention on Climate Change (UNFCCC)”
Job Title: National Consultant, responsible for assessing and describing activities related to climate change researches and systemic observations
Duration of employment: 20 working days, spread within February – May 2026
II. Background
The project aims to support the Republic of Moldova (RoM) to prepare and submit its Combined Second Biennial Transparency Report and Sixth National Communication (BTR2/NC6) that complies with the UNFCCC and Paris Agreement reporting requirements.
The two expected outputs under the BTR2/NC6 project are:
- Output 1: BTR2/NC6 report prepared and submitted to UNFCCC by December 2026.
- Output 2: Self-assessment and stocktaking exercise for preparation of the project proposal for subsequent BTR3 completed.
The combined report BTR2/NC6 is expected to include 7 Chapters covering National GHG Inventory, NDC progress, Climate Change Impacts, Financial Support, Research and Systematic Observation, Education, and Gender Mainstreaming.
III. Organizational Context
Under the guidance of the National Project Manager, the consultant will provide technical knowhow for capacity assessment and for developing:
- Chapter 5: ‘Research and Systematic Observation’ of the combined report BTR2/NC6.
- Supplementary sections: Executive Summary; List of Acronyms, Abbreviations and Units; and Bibliography.
Key areas of focus for Chapter 5:
- Funding of research and systemic observation.
- Climate process studies, modelling, prediction, and socio-economic analysis.
- Status of national plans for ground- and space-based climate observing systems (atmospheric, ocean, terrestrial, cryosphere).
IV. Key Tasks / Results Expected
Key Tasks:
- Perform activities under supervision of the National Project Manager.
- Carry out necessary studies as outlined in the project document and TOR.
- Provide materials in electronic format.
Key Deliverables:
- Finalized Chapter 5 for the BTR2/NC6 report.
- Executive Summary, Acronyms list, and Bibliography.
- Presentation of findings at the final national workshop.
V. Recruitment Qualifications
Education: Master’s degree in meteorology, climatology, geography, biology, environmental science, engineering, or related fields.
Experience:
- At least 5 years of professional experience in climate change analysis or modeling.
- At least 2 years of experience in EU or UN projects.
- Experience with earth observation data and meteorological datasets.
- Deep understanding of UNFCCC and Paris Agreement reporting requirements.
Language Requirements: Excellent Romanian (oral and written). English is an advantage.
