Project Overview
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global health initiative project funded by United States Department of State (DoS) for the period of 2019–2027.
The project receives Global Health Security funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with GHS priorities, National Action Plans for Health Security (NAPHS), and US Government goals.
EpiC is led by FHI 360 with core partners Right to Care (RTC), Palladium International, and Population Services International (PSI), and draws upon regional and local partners. The project delivers high-quality technical assistance at the community, facility, district, regional and national levels, and builds relationships with relevant partners working to address health security issues. Our ability to respond quickly to program, technical and procurement needs leverage our deep bench of country-based clinical, program, and community experts.
Among the most urgent priorities to prevent, detect, and respond to public health threats related to emerging infectious disease include:
- Provide technical and operational support to the NAPH to strengthen the Public Health Emergency Operations Center (PHEOC), including the development and refinement of Standard Operating Procedures (SOPs), data reporting mechanisms, and coordination processes to ensure timely and effective outbreak response.
- Support enhancing the reporting and use of data for decision-making through the establishment of real-time dashboards and analytical tools. This will also include support for the development and implementation of a context-specific EMCE approach focused on priority pathogens and high-risk antimicrobial resistant pathogens.
- Support landscape assessment of Moldova’s digital health and data sharing policies focused on surveillance and reporting of priority pathogens and antimicrobial use (AMU) and antimicrobial resistance. This activity will identify gaps, interoperability challenges, and opportunities to align with international standards and best practices.
- Strengthen the capacity of priority hospitals to implement effective infection prevention and control (IPC) measures and improve their ability to conduct outbreak surveillance. This will include training, provision of technical guidance, and integration of hospital-level data into national reporting systems.
The project is seeking to recruit a part-time Data Analytics and Visualization Consultant for EpiC Moldova. This is a local hire and moving expenses or expatriate allowances are not associated with the position. The position is based in Chișinău, Moldova, and the estimated level of effort is approximately 90 consultancy days through September 2026.
Tasks:
In strict accordance with the DoS-approved Workplan, the Consultant shall be responsible for the implementation and technical delivery of activities under “Activity 1.3: Develop Dashboards and Decision-Support Tools” and “Activity 3: Strengthen Oversight through the Development of a Comprehensive Outbreak Dashboard”. The Consultant shall perform these responsibilities in close coordination with the Project team and relevant national counterparts, and in compliance with all applicable project procedures and donor requirements. Potential tasks include working closely with the Moldovan team, and especially with the Digital Solutions Advisor to:
- Identifying and mapping relevant data sources for real-time emergency and outbreak reporting, including clinical, laboratory, and public health data.
- Defining, validating, and documenting indicators, data flows, and visualization formats in close collaboration with MOH and NAPH users.
- Integrating of data outputs from multiple sources to enable consolidated outbreak and emergency response reporting.
- Supporting, where feasible, the integration of automated data feeds from existing national systems and open-data platforms.
- Designing, development, and refinement of interactive, decision-oriented dashboards for use within the PHEOC/EOC.
- Ensuring transparency of data sources and prioritization of key outbreak response metrics (e.g., trends, resource availability, response timelines).
- Supporting the preparation of analytical outputs and data bulletins for dissemination to decision-makers and technical stakeholders.
- Contributing to user training on dashboard interpretation and data-driven decision-making for emergency response.
- Supporting the development of a sustainability approach to ensure continued functionality and use of dashboards beyond the life of the project.
- Supporting the development and configuration of an electronic outbreak monitoring and alert tool with real-time notification and decision-support functionalities.
- Developing and testing key indicators for monitoring outbreaks of priority pathogens and antimicrobial resistance (AMR).
- Supporting the implementation of AMR-focused modules in priority hospitals to enable early detection of outbreak signals.
- Developing analytical dashboards and visualizations related to:
- antimicrobial consumption patterns,
- antimicrobial resistance trends,
- detection-to-reporting and detection-to-response timelines.
- Contributing to the development of an indicator matrix, including baselines and annual targets, to monitor outbreak response performance.
- Supporting the organization and facilitation of technical workshops for target-setting and outbreak response performance benchmarking.
- Ensuring alignment of dashboards and analytical outputs with international reporting requirements (IHR, CAESAR, GLASS).
- Supporting the use of dashboards for real-time monitoring, strategic reporting, and decision-making at national and subnational levels.
- Providing analytical support to institutions to interpret performance metrics and identify bottlenecks or delays in outbreak detection and response.
Examples of deliverables may include:
- A validated data source mapping and integration note documenting clinical, laboratory, and public health data streams relevant for outbreak and emergency reporting.
- Interactive dashboards and decision-support tools developed and configured for use within the PHEOC/EOC, including documentation of indicators and visualization logic.
- A functional electronic outbreak monitoring and alert tool, including real-time notification features and decision-support components.
- Indicator definitions and performance matrices, including baselines and annual targets for outbreak detection, reporting, and response (with focus on priority pathogens and AMR).
- Analytical reports and data bulletins summarizing outbreak trends, antimicrobial consumption, resistance patterns, and response timelines for decision-makers.
- Training materials and user guidance supporting interpretation and use of dashboards for data-driven emergency response.
- A sustainability and handover note outlining recommendations for continued operation, maintenance, and institutionalization of dashboards and analytical tools beyond the project period.
Qualifications and experience:
- Bachelor degree in statistics, mathematics, computer science, IT, actuarial science, or related area.
- Minimum 3 years’ experience working as a data analyst, data analysis or visualization.
- Minimum 3 years’ experience working in a data management environment from porting, collection, cleaning, analysis to visualization and reporting.
- Minimum 2 years’ experience working with both commercial and open-source visualization tools such as Tableau, Power BI and alike.
- Minimum 2 years working with both commercial and open-source statistical packages and Relational database management systems for data manipulation i.e., R, stata, sas, SQL etc.
- Experience working with a software development team is an added advantage but not required.
- Knowledge of the various relational database management systems i.e., MySQL, MsSQL, PostgreSQL etc.
- Strong analytical, problem solving, and facilitation skills.
- Ability to work in a multicultural environment
- Fluency in Romanian and English
