Administrative Assistant. Secretariat of the Prosecutor Vetting Commission

The position is only open to nationals of Moldova residing in Moldova.

Background:
In 2021, the government of the Republic of Moldova started the justice sector reform, aiming to ensure integrity and accountability of justice sector stakeholders and to increase society’s trust in the justice sector. As part of the justice sector reform, the government decided to conduct an extraordinary vetting exercise of judges and prosecutors, to improve the integrity in the justice sector.
This vetting process is a unique endeavour for the Moldovan society. It is a thorough and tough process that can happen only once in a good way. It asks a lot of society: there might be temporarily limited capacity in the justice sector, and it can have substantial consequences for personal careers. Yet it is also a historic process, that works towards the betterment of the Moldovan justice sector and will therefore have positive impact on Moldovan society in the end.
The Center for International Legal Cooperation (CILC) is assigned by the European Commission and the Ministry of Foreign Affairs of the Kingdom of the Netherlands to facilitate the activity of the Prosecutor Vetting Commission (also known as “Commission 3”) and its Secretariat.
This call is to hire an Administrative Assistant to support the activity of the Secretariat and of the Prosecutor Vetting Commission in Chișinău. The role involves ensuring the efficient organization of administrative processes and day-to-day operation.
Tasks and Responsibilities:
The Administrative Assistant will undertake the following regular duties as assigned by the Head of Secretariat and Commissioners and will be expected to multitask by handling various tasks simultaneously and adapting to changing priorities:
- Assist Head of Secretariat, Secretariat members, and when directed the Commission Members, with administrative support requests.
- Managing correspondence, documents and records.
- Assist in planning and executing appointments, meetings, hearings, candidate interviews and other professional events by providing logistical support as directed by Secretariat leadership.
- Provide support to complete documents, reports and dossiers through formatting, printing, binding, collating, copying, conversion to alternative document types (i.e. .doc, .pdf etc.) and all other related tasks as directed.
- Answer, and route appropriately, all incoming phone calls and provide email communication support as directed by Secretariat leadership.
- If requested, provide travel support for international commissioners (scheduling airport transfer, making hotel reservations, arranging inter-Chisinau travel, making restaurant reservations, etc.).
- Coordinate creation and circulation agendas for meetings including gathering input, questions; taking, distributing, and storing minutes after meetings.
- Manage and ensure a well-stocked inventory of office/kitchen/bathroom supplies, conduct inventory and ordering, including the completion of required forms and templates. Coordinate with cleaning agency for the provision of cleaning services.
- When directed, conduct internet research, gather information, and present it in the format requested.
- Support the Secretariat leadership with collecting and ensuring signatures on routine HR related materials such as monthly timesheets and any other HR forms as requested. Support the on-boarding of new staff members by requesting email account set up, conducting office tour / orientation to shared equipment, setting up welcome activities/arrangements, ensuring workspace is equipped.
- Perform all other duties assigned which may not be explicitly outlined in the list of duties above.
Minimum Requirements:
- Minimum of 5 years prior professional experience in an administrative/clerical support role.
- Intermediate to advanced proficiency in Microsoft Office software for email, word processing, spreadsheets, presentations etc.
- Proven experience in organizing, tracking, and completing a diverse set of tasks and responsibilities.
- High-level of dependability, reliability and flexibility.
- Strong interpersonal and team-player skills are required.
- Fluency in Romanian and English required.
- Basic knowledge of use and troubleshooting for standard office equipment.
- Previous experience working for donor-funded projects in Moldova is a strong advantage.
- Previous experience working within the justice sector in Moldova is a strong advantage.
Ability to:
- Be independent, take initiative, and complete work with limited supervision.
- Prioritize and manage multiple tasks simultaneously to meet deadlines.
- Establish and maintain effective working relationships.
Disqualifying factors:
- Current or past work in the Moldovan prosecution system, in any role.
- Status as a candidate prosecutor.
- Status as a student at NIJ.
